the boundaries of the Enterprise Zone be changed; and
WI�REAS, pur uant to Minn. Stat. Section 469.173, Subd. 6, Enterprise
Zone boundaries y be realigned subject to the approval of the Co�miissioner
of Trade arid Econ 'c Developnent; naw therefore, be it
RESOLVED, the Council of the City of Saint Paul, that the boundaries
of the Enterpris Zone be amerx7ed in conformance with the boundaries set forth
on Exhibit A att ched hereto, and, be it
FURTf�R RE LVID, that the appropriate staff are hereby authorized and
directed to make the necessary applications to the Co�nissioner of Trade and

In order for the prop ty on Selby Avenue between Avon and Grot o to be included in the
Enterprise Zone there allowing the issuance of Enterprise Zon credits for the construction
of a 25,000 square fo t printing facility, the attached City Co ncil Resolution approving
the boundary change i required.
ADVANTAQES IF APPROVED:
With the approval of he boundary change, Enterprise Zone credi s can be provided to Expo
Graphics, Inc. to ass st in the construction of a 25,000 square foot printing facility on
Selby Avenue between rotto and Avon. Approximately 75 new full time equivalent jobs will
be created as a resul of the project. i
With the inclusion of these properties in the Enterprise Zone a an inducement for Expo
Graphics to proceed w'th construction of the new facility, this project wi11 bring tax
exempt, vacant or und rutilized properties onto the tax rolls.

� The Port Au hority staff is recmmne�ing a change to the Enterprise Zone `
boundary in order to permit the use of Enterprise Zone credits to assist Expo
Graphics, I c. with their expailsion located on the north side of Selby Avenue
betw�een Avo and Grotto. A formal public hearing at the City Council has been
scheduled f r Sept�nber 20.
The change ould result in the follawing:

The estima ed m3rket value per acre based on the realignment will be
$221,160.7 per acre. This is below the State maximum of $300,000 per acre.
The 378.02 total acreage in the Zone is also less than the maximum of 400
acres allo ed. '
