Gerry Strathman called the meeting to order at 11:00 a.m.
StafF Present: Christine Rozek, License, Inspections, Environmental Protection (LIEP); Kristine
Schweinler, LIEP
Tim Healy, General Manager, appeared.
Gezry Strathman stated this hearing is to heaz objections to the issuance of licenses to San
Pasqual's Inc., DBA Pasqual's Salsazia & Southwestern Deli.
Christine Rozek reported this application is for the following licenses: Food Vehicle, Malt On
Sa1e (Strong), Wine On Sale, Catering (C), and Restaurant (B). The Macalester-Groveland
Community Council has recommended two condiuons be placed on the licenses: 1) The
restaurant closes at 10:00 p.m. 2) Deliveries are restricted to Grand Avenue, and the gazbage
recycling will not be picked up before 7:00 a.m. The application and fees requirements have
been met. The licenses meet the zoning requirements. The applicant is working with
environmental health while he continues to remodel the property. A final inspection will be done
by the Fire Departrnent when the remodeling is finished. There are no pending adverse actions
against the licenses. LIEP recommends the licenses be approved with the above conditions.
Eugene Sitzmann, 1280 Grand Avenue, Suite 105, appeared. He and his wife own several
properties in the neighborhood. Mr. Sitzmann would be against any hard liquor in the azea. Mr.
Sitzmann had 2 points to make: 1) The pazking situation will be serious. The parking of the
employees at Pasqual's should be on Summit Avenue, a block away, instead of on the comer of
Grand and Syndicate. 2) Syndicate is a very narrow street. Accidents occur there. Big trucks
should be prohibited along that avenue.
Gerry Strathman stated one of the conditions that the applicant has agreed to is that the deliveries
are restricted to Grand Avenue and the garbage will not be picked up before 7:00 a.m. Eugene
Sitzmann responded that condition is good.
Tim Healy stated he has talked to Eugene Sitzmann several times. There are twelve pazking
spots attached to 1276 Grand Avenue, however Mr. Healy has made several attempts to contact
neighborhood businesses that have parking lots, but has had no success. Of the nine employees
he has now, none of them have cazs. Four employees ciaim to live in buildings owned by Eugene
Sitzmann. Mr. Healy has met with neighbors in the community and has agreed to the
recommended conditions. Hazd liquor cannot be sold in the zoning azea where this business is

1300 Lincoln Avenue, objects to further licenses for beer and wine in the area; Phillip and
Maziene Hallinan, 1295 Lincoln Avenue, feel they do not need more pazking, noise and garbage
problems added to their neighborhood; and a letter each from Daniel and Jean Jacobowski, 1245
Lincoln Avenue, who aze concerned about broken glass in the alley. Mr. Strathman has a copy of
a letter to Christine Rozek from Kathie Tarnowski of the Macalester-Groveland Community
Council explaining the community council has no objections subject to the conditions. Mr.
Strathman also has a copy of a letter written to Faye and Eugene Sitzmann from Councilmember
Mike Harris concerning conditions placed on these licenses and the time and date of this hearing.
(Note: copies of the aforementioned letters were mailed to Tim Healy prior to the meeting.)
Gerry Strathman stated he cannot find any basis for denying the application particularly given the
applicanYs willingness to accept the suggested conditions. Mr. Strathman urged Tim Healy to
continue to work with the Eugene Sitzmann and the other neighbors to deal with any problems
the business might create.
Tim Healy stated he pians to open for business next week.
Gerry Strathman recommended approvai of the licenses with the conditions listed.
