Each of these buildi s are "nuisances" pursuant to the provisions of Chapter 45 of the
Saint Paul Legislativ Code. The owners and known interested and responsible parties have
been given an order t repair or tear down these buildings; failure by the owners,
interested or respons ble parties, to comply with the orders may necessitate action by the
City to bring the pro erties to the attention of the City Council. The City will request
the City Council to p ss a resolution requiring the owners, interested and responsible
parties to repair or reck the buildings and, if the work is not completed, City staff

Dear Sir or Ma am:
The Division o Public Health has determined that the above noted building is
an abandoned b ilding, which Chapter 45 of the Saint Paul Legislative Code
defines as:
"any bui ding or portion of a building which has stood with an
incomple e exterior shell for longer than three (3) years or any
building or portion thereof which has stood unoccupied for longer than
one (1) ear and which meets one or more of the following criteria;
(a) Un ecured, or
(b) bo rded, or
(c) ha ing multiple exterior Housing Code or Building Code violations,
or
(d) pl carded as "Unfit for Human Habitation" pursuant to Chapter 34
of the Saint Paul Legislative Code."
The Division o Public Health has also determined that the deteriorated pole
barn is a dang rous structure, which Chapter 45 of the Saint Paul Legislative
Code defines a :
"any str cture which is potentially dangerous to persons or property
includin but not limited to:
(a) a tructure which is in danger of partial or complete collapse; or
(b) a tructure which has any exterior parts such as chimneys, eaves,
po ches, siding, railings, or trim which are loose or in danger of
fa ling; or

{c) a s ructure which has any parts such as porches, stairs, ramps,
rai s, balconies, or roofs which are accessible and which are
eit er collapsed, in danger of collapsing, or unable to support a
per on."
The ordinance f rther states than an abandoned building and dangerous
structure are n isances and may be ordered torn down by the City.
NOTE: If you d not want to havP the City begin action to have the buildings
torn down, then the attached list of deficiencie5 must be repaired or you must
tear the commer ial/industrial building and deteriorated pole barn down on or
before August 2 , 1990.
Any repair or d molition must be completed in accordance will all applicable
laws.
If the work is ot completed or if you do not tear the corrunercial/industrial
buildin; and de eriorated pole barn down by the above date, the Division of
Public Health w 11 refer this matter to the City Council to receive authority
to tear down th commercial/industrial building and the deteriorated pole
barn. All cost incurred in wreclting the buildings will be charged against the
real estate as special assessment to be collected in the same manner as
taxes. The Cit Council will schedule a public hearinb to consider if the
commercial/indu trial building and deteriorated pole barn should be torn down.
If a public hea ing becomes necessary, you will be notified of the tirne and
date of the hea ing and you will be allowed to present evidence to the City
Council.
A copy of this rder will be kept on file in the City Clerk's Office and a
resolution decl ring this property to be a nuisance shall be on file in the
Ramsey County R corder's Office. Compliance with the attached list of
deficiencies wi 1 remove your building from the list of abandoned buildings
but it does not mean that the building complies with all applicable housing
and building co es.
The date for co pliance with the�e orders shall not be extended unless you
receive written approval from the Division of Public Health.
If you wish to ave the City tear down your commercial/industrial building and
deteriorated po e barn, you may request a consent form be sent to you f rom our
office to sign nd return to us. However, please be aware that all owners and
interested part es must sion the form before the City can tear the buildings
down without a ity Council order. Also be aware that the cost of the
demolition, if erformed by the City, would become a special assessment
against the pro erty.

All repairs and new installations must be made in accordance with the
appropriate cod s. Permits must be obtained where changes and/or additions to
an electrical s stem require upgrading of the service size to current National
Electrical Code (N.E.C. ) requirements. Some plumbing repairs may necessitate
updating of the fixtures and/or piping involved. A pe�nit is required for any
repair or new i stallation. Permits may be obtained from the Building
Inspection and esign Division, Room 445, City Hall.
' STRUCTURAL
1. Basement lab has been broken up to provide drainage for liquids. This
consists f a trench, approximately two feet deep by two feet wide
covering pproximately two-thirds of the basement floor area. Repair to
code.
2. Steel sup ort girders have severely rusted and fail to properly support
grating o first floor. Repair and replace damaged components.
3. The botto chord of inetal beams have rusted and may fail to support the
concrete loor in the other areas of building. Repair and replace
damaged c mponents.
4. The rear xterior north wall has astructural crack with settlement at
the corner (north east) . Repair.
5. North exterior wall above overhead door has fallen out and allowed water
to rot structural roof beam. Repair.
6. Windows nd doors have been boarded and need replacement. Remove boards
and repa'r or replace windows.
7. Rear con rete block wall has holes and needs repair.
8. Roof is eaking in two areas and needs repair to eliminate water damage.
9. Pole bar is generally deteriorated. Repair as necessary.
ELECTRICAL
10. Provide over for electrical panel - west wall.
11 . Wire uni heater to code - south end.
12. Remove m lti-outlet assembly - center room.
13. Remove r mex wiring throughout building.
14. Mount el ctrical control box for west overhead door opener.

Dear Sir or adam:
The Division of Public Health has determined that the above noted buildin; is
an abandoned building, which Chapter 45 of the Saint Paul Legislative Codes
defines as:
"any b ilding or portion of a building which hac stood with an
incomp ete exterior shell for longer than three (3) years or any
buildi g or portion thereof which has stood unoccupied for longer than
one tl year and which meets one or more of the following criteria;
(a) nsecured, or
(b) oarded, or
(c? aving multiple exterior Housing Code or Building Code violations,
or
(d) placarded as "Unfit for Human Habitation" purfivant to Chapter 34
of the Saint Paul Legislative Code."
The ordinan e further states that an abandoned building is a nuisance and it
may be orde ed torn down by the City.
NOTE: If y u do not want to have the City begin action to have the building
torn down, hen the attached list of d.eficiencies must be repaired or you must
tear the bu lding down on or before August 24, 1990.
Any repair r demolition must be completed in accordance will all applicable
laws.

If the work i not completed or if you have not torn the building down by the
above date, t e Division of Public Health will refer this matter to the City
Council to re eive authority to tear down the building. Al1 costs incurred in
wrecking the uilding will be charged against the real estate as a special
assessment to be collected in the same manner as taxes. The City Council will
schedule a pu lic hearing to consider if the building should be torn down. It
a public hear'ng becomes necessary, you will be notified of the time and date
of the hearin and you will be allowed to present evidence to the City
Council.
A copy of thi order will be kept on file in the City Clerk's Office and a
Resolution de laring this property to be a nuisance shall be on file in the
Ramsey Count Recorder's Office. Compliance with the attached list of
deficiencies ill remove your building from the list of abandoned buildings
but it does ot mean that the building complieG will all applicable Housing
and Building Codes.
The date for compliance with these orders shall not be extended unless you
receive writ en approval from the Division of Public Health.
If you wish o have the City tear down your building, you may do so by
requesting a consent form be sent to you from our office, signing it and
returning it to us. However, please be aware that all owners and interested
parties must sign the form before the City can tear the building down without
a City Counc 1 order. Also be aware that the cost of the demolition, if
performed by the City, would become a special assessment against the property.

All repairs a d new installations must be made in accordance with the
appropriate c des. Permits must be obtained where changes and/or additions to
an electrical system require upgrading of the service size to current National_
Electrical Co e (N.E.C. ) requirements. Some plumbing repairs may necessitate
updating of t e fixtures and/or piping involved. A permit is required for any
repair or ne installation. Permits may be obtained from the Building
Inspection a d Design Division, Room 445, City Hall.
PLUMBING
l . Buildi g is vacant and there are many code violations and some fixtures
are mi sing. Install all plumbing and gas piping as per code.
HEATING
2. Test a 1 gas piping at 254� pressure. Repair as necessary.
3. Test a 1 units (heat exchangers, controls, etc.) . Repair as necessary.

struct ral loads. (In danger of collapse) . Repair or replace.
20. Siding is loose/hanging and sidewalls are bowed in. Repair.
21. Front asement wall is cracked and spalled at entry. Repair.
22. Baseme t stairs have cracked/worn treads. Most joist ends are rotted
around beam fill. Replace all rotted wood and repair to a safe
condit on.
23. The in erior wall ceiling and floor surfaces are water damaged and
rotted Replace all rotted surfaces and repair to a sound condition.
24. Window and door openings have been boarded and need replacement. Remove
boards and repair or replace windows.
