WHEREAS, on January 6, 1987, the Saint Paul City Council established a
Community Festiv 1 Revolving Loan Fund and Grant Program, administered by the
Division of Park and Recreation for the purpose of assisting neighborhood
festivals with e penses, starting costs and insurance coverage; and
WHEREAS, on August 6, 1987, the Saint Paul City Council did pass rules to
administer the g ant program; and
WHEREAS, th festivals and sponsoring organizations listed below meet the
eligibility crit ria established by the Saint Paul City Council in said rules;
now therefore be it
RESOLVED th t the Saint Paul City Council hereby approves the attached
applications for funding from the following organization, for the following
festival on the ollowing date for the following amount:
Frogtown Festival , Inc. $1,000.00
Frogtown Festival , September 28-30, 1990
and does hereby uthorize the appropriated city officials to execute agreements
as necessary to isburse the approved funds; a copy of said a�reement to be
kept on file in he Department of Finance and Management Services.

Description of Org nization, brief history Frogtown Festival , Inc. was
established in 1987 w en a representative group of residents began to plan a major event
for the Frogtown Neig borhood in an effort to unite as many community based organizations,
businesses and reside ts in both planning and participation efforts. The 1987, 1988,
and 1989 festivals we e very successful and it is expected that the 1990 will be equally
successful . The fest'val includes representation from not only residents living in the

The Finance Committee f the Frogtown Festival is optimistic about raising up to
$12,000 in donations, n addition to this grant.
The Wilder Foundation lone is matching over $1,500 in funds and secretarial time.

Fr�?town as a healthy, inviting place in which to live.
4. To welcome celebra e diversity ethnically, intergenerationally and economically
truly recognizing diff rences as an asset and strength in our community.

leadership and mentor oles through our festival process.

commuity members that he City too recognizes and supports their efforts.
