Whereas,the Departmen of Fire and Safety Services has purchased and
installed smoke detec ors in St. Paul homes through a grant and,
Whereas, many of thes detectors have now been in service about a year and need
to have batteries rep aced and,
Whereas, the departm nt's inspectors often come across alarms that are out of
service due to batte y failure which causes them to write up the failure and
provide a reinspecti n within 3 days at considerable cost to the City, and,
Whereas, the Departm nt proposes to solicit and install batteries to provide
renewed security and reduce the cost of paperwork and reinspections to the
citizens of St. Paul and,
Whereas, the Departm nt desires to appoint a solicitor for a period of one
year to contact vari us companies to provide the needed batteries and,
therefore
Be it resolved, tha the City Council designates Douglas Friberg as the
solicitor for the a ove project.

This past year the department has distributed smoke alarms to needy families
whose homes did no have operating alarms. These alarms are now due for
replacement batteries. Additionally, our inspectors come across inoperative
alarms in other b ildings. By replacing the batteries we provide safety to
our citizens and ave costly paperwork and time required for recheck by our
inspection staff.
