WHEREAS: The Payne/Arcade Area Business Association has submitted a
request to waive the 60� consent requirement for a block party
permit (Payne Avenue from Rose to Wadena Streets) for Payne/
Arcade Harvest Festival, and
WHEREAS: the Payne/Arcade Area Business Association has argued that it
would not be practical to obtain neighborhood consent and
WHEREAS: Payne Avenue will not be closed to normal traffic for the
event, therefore be it
RESOLVED: that the Saint Paul City Council hereby waives the 607 consent
requirement for a block party/special event permit for the
1990 Payne/Arcade Harvest Festival to be held September 13,
14 & 15, 1990 between the hours of 8:00 AM and 8:00 PM.

between Ros to Wadena Streets.

Re: 1990 ayne-Arcade Business Assoc. Harvest Festival
Enclosed is our application for this yeazs "Special Event" permit.
As in prior years, we are planning sidewalk sales along Payne Ave. during
the 3 day f stival. Strolling musicians and assorted entertainment events
will also b part of the schedule.
we will not e closing off Payne Ave, to normal traffic for this event,
but we do ne d additional "No Parking" zones along Payne Ave. during
this event.
Since our fe tival has been an annual affair for many years, and also
because we w re able to get nearly 1008 of the required signatures as
recantly as ast years event, we are requesting a waiver this year of
the 60$ cons nt requirement.
