The City, at the time it issues bonds, adopts tax levies for the debt servi e for the life of the bonds. However, in the event the City has s fficient funds on hand it may cancel a portion of the tax levy. This authority is found in Minnesota Statutes, section 475. 61 subdivision 3, which provides as follows: If t e governing body,m including the governing body of a s hool district, in any year makes an irrevocable appr priation to the debt service fund of money actuallv on h nd or if there is on hand an excess amount in the debt service fund, the recording officer may certify to the ounty auditor the fact and amount thereof and the audi or shall reduce by the amount so certified the amou t otherwise to be included in the rolls next ther after prepared. Therefore in order to cancel any debt previously levied and irrevocably pl dged towards repayment thereof, the City must have on hand at th time of cancellation of the debt lev sufficient funds to guara tee payment of the debt. As stated above, I have discussed this with the Budget Director and she has proposed the setting aside f certain interest earnings in lieu of the tax levy.
