6 WHEREAS, C.F. 84- 00, adopted May 10, 1984, establishes that the rate of pay for Legislative
7 Aides to the City Cou cil may be 90% of the effective annual salary of the Councilmembers; and

9 WHEREAS, C.F. 90- 77, ac�opted June 14, 1990 states that the fringe benefit package for
10 Legislative Aides to t e City Council be the same as that granted to the non-represented
11 management group an further states that the wages for Legislative Aides continue in accordance
12 with C.F. 84-600; no , therefore, be it

14 RESOLVED, that C. . 84-600 is amended to read:

16 RESOL D, that effective January 1, 1990 the annual salaries of the
17 I.egislativ Aides to the Council, exclusive of fringe benefits, may be 90%
18 of the a ual salary of Council Members established in Chapter 32 of the
19 Administ tive Code.

The City Counci adopted C.F. 90-677 on June 14, 1990 setting the fringe
benefit and sal ry packages for Legislative Aides. Based on IRS
interpretations the City Attorney believes that this may be in conflict
with C.F. 84-60 setting the salary at 90$ of the Councilmembers ' .

T ave reviewed the proposed resolution regarding the
rate of pay and fringe benefits of the position of Council
Legislat've Aide, which was discussed at the Nov. 19 Council
business meeting.
I n te in reviewing the resolution that you have provided
for cert in fringe benefits, but that you have not provided
for sick leave or vacation benefits for this position.
The e is nothing wrong with this proposal, but I wanted
to make t clear that the only way that such employees may use
such sic leave or vacation is to have such benefits granted
to them y resolution or ordinance.There is no other way to
grant su h benefits to these employees. I thought it would be
best to raise this issue at this time, so as to avoid any
subseque t misunderstandings.
If 't is your intent to not grant the sick leave and
vacation at this time ,then the resolution is in proper form.
If you d wish to grant the sick leave and vacation,I have
attached a resolution which wood accomplish this result.
