WHEREAS , sincje January l, 1985 the Assessment Rates for Storm
Sewer Separation Projects has been 3 cents per square foot for
1 & 2 Family Residential Property and 7. 5 cents per square foot for
All Other Ty es of Property, and
WHEREAS , cost indexes for construction from June 1985 through
December 1989 show •an increase of approximately 22� in
constuction closts for that period; now therefore be it
RESOLVED, that in order to reflect the increase in construction
costs and the increased benefit to property owners , the Assessment
Rates for Storm Sewer Separation Projects is increased from 3
cents per squ re foot for 1 & 2 Family Residential Property and 7. 5
cents per s uare foot for All Other Types of Property to 3 . 5
cents and 9 c nts respectively.

Since January 1, 198 the Assessment rates for Storm Sewer Separation Pro�ects has remained
constant at 3 cents er square foot for 1 & 2 Family Residential Property & 7.5 cents per
square foot for All ther Types of Property.
Also, from June 1985 through December 1989 cost indexes indicate an increase in construction
cost of approximatel 22%.

SUBJECT: C SP Assessment Rates
During discussi n in the Pub�ic Works Committee regarding Council Files 90-1459
and 90-1460, w ich proposed increases in the assessment rates for street paving and
storm sewer se aration, the Committee requested a substitute Resolution which would
index the increa es to the Consumer Price Index. Attached for your consideration is a
Resolution whic I believe does what the Committee requested. The net affect for
1991 is that the ssessments would be somewhat less then what are proposed in the
original Resoluti ns. For the following years, the assessment rates would be indexed
yearly, based u on the Minneapolis-Saint Paul Semi-Annual Consumer Price Index -
Urban.
I have also atta hed copies of the two Resolutions which the new Resolution replaces.
