DATE: October 25, 1990 - SUBJECT: CSSP Assessment Rates During discussion in the Public Works Committee regarding Council Files 90-1459 and 90-1460, which proposed increases in the assessment rates for street paving and storm sewer separation, the Committee requested a substitute Resolution which would index the increases to the Consumer Price Index. Attached for your consideration is a Resolution which 1 believe does what the Committee requested. The net affect for 1991 is that the assessments would be somewhat less then what are proposed in the • original Resolutions. For the following years, the assessment rates would be indexed yearly, based upon the Minneapolis-Saint Paul Semi-Annual Consumer Price Index - Urban.
