90-1458 � R� �.J 1 �.A ' `''`��� ��� u/� � Council File � �U '�L�Sa L r ` n1I / ' R Green Sheet # i`� I l RESOLUTION 'q� CITY OF SAINT PAUL, MINNESOTA � Presented By Referred To �� � Committee: Date 1 WHEREA , the City Council and staff of the City f Saint Paul have been 2 informed that the are many children in Saint Paul who re placed in crisis and/or 3 become homeless ue to child abuse or neglect, family violence or chemical abuse 4 witlun the family, r as runaways or when they are forced to leave their homes, and 5 h WHEREA , in Ramsey County this year approximately 2,000 children will be 7 placed in shelters or children, in addition to the approaumately 2,600 children who will 8 be served with th 'r parents in facilities for the homeless; and 9 10 WHEREA , children who are runaways, "castaways," homeless or in crisis are l 1 often traumatized, ill, depressed, angry, scared and lonely, and are at risk of attacks by 12 predators or to be drawn into prostitution or drug abuse if they do not find safety and 13 obtain support an services; and 14 15 WHEREA , the City Council has heard testimony that there is a need for 16 runaway, homeles and children in crisis to obtain appropriate medical and mental 17 health assessment to address issues of physical and sexual abuse, chemical abuse and 1� mental and physic 1 health problems; and 19 20 WHEREA , several cities throughout the nation have implemented some sort of 21 safeplace program for runaway children and youth in crisis, which programs often 22 involve some sort f public-private partnership; and 23 24 WHEREA , the Saint Paul City Council, as part of the Council's "Focus on 25 Families" has ado ted as a service priority the goal that city resources should be 26 coordinated "with ther public and non-profit entities to develop for children and youth 27 to find short-term refuge from family violence, such as crisis nurseries and safe houses" 28 (Budget Policy S- 4, subd.l); and 29 i 30 WHEREA , the City of Saint Paul has Fire Stations which are staffed 24 hours a 31 day, 365 days a ye r which could provide refuge for runaway children and youth in crisis, 32 which Fire Statio are located in many parts of the City but are not in close proximity 33 to all affected nei hborhoods; and 34 35 WHEREA , the Fire Administration, Fire Supervisors and Fire Fighters Union 36 (Local 21) agree t at establishment of Saint Paul Fire Stations as "safeplace" locations is 37 a worthwhile proj ct and have proposed to collaborate with Cross Streets Program for 38 Runaway Youths nd Ain Dah Yung (Our Home) Shelter for American Indian Youth so � I - O�RIGINAL. � � �� '��� K 1 that these progr could provide services to youths seeking safety through Saint Paul 2 Fire Stations, th refore be it 3 4 RESOL D that the City Council supports a pilot program to be called "Project 5 Safeplace," in w 'ch all Saint Paul Fire Stations shall serve as "safeplaces" for short- 6 term refuge of away cluldren and youth in crisis, which "Project Safeplace" shall have 7 the following co onents to ensure that the program will be of benefit to Saint Paul's 8 children and shal not create undue liabilities for the City of Saint Paul: 9 10 1. Wh re there is any question about the presence of physical or se�rual 11 abuse, me tal or physical health problems or use of alcohol or drugs by the child 12 seeking re ge, that child shall be immediately transported to Ramsey Hospital 13 for an app opriate assessment, 14 15 2. C ' en seeking refuge through "Project Safeplace" shall be referred to 16 providers f services to runaway children and youth in crisis, including agencies 17 such as Cr ss Streets Program for Runaway Youths, Ain Dah Yung Emergency 18 Shelter for American Indian Youth, Emergency Social Services and Ramsey 19 County So ial Services, 20 21 3. Pri to opening Fire Stations to serve as safeplaces for children, legal 22 analysis wi 1 be completed to determine whether Fire Department staff will 23 become m dated reporters for child abuse/neglect, to what extent there is a 24 legal oblig tion to notify parents of the location and condition of children seeking 25 safety and hat liability for personal injuries the City of Saint Paul would assume 26 by implem nting a Safeplace program using Fire Stations as safeplaces, 27 28 4. Pri to opening Fire Stations to serve as safeplaces for cluldren, standard 29 operating rocedures shall be developed to include, but not be limited to issues 30 such as le gth of stay and nature of supervision of children in Fire Stations, 31 method of transport, referral for medical assessment and/or for shelter and 32 supportive services, reporting and notification requirements, which standard 33 operating rocedures shall be reviewed by the Saint Paul City Attorneys' Office 34 and the lic Health Division to ensure that these standards meet legal 35 requireme ts and public health standards of the City and Ramsey County. A 36 written an updated copy of these SOP's will be kept at each Fire Station used as 37 a safeplac , 38 39 5.
