WH�REAS, in the irrterest of public safery, it has been determined that a traffic corrtrol signal
system should be in�talled at the intersection of Randolph Avenue and Albert Street;therefore,
BE I RESOLVED, by the Council of the City of Sairrt Paul, upon recommendation of the Mayor
and the advice of th Long-Range Capital ImprovemeM Committee,that the Capital ImprovemeM Budget, as
heretofore adopted �nd amended by this Council, is hereby amended in the following manner:

Subject of Request: Appropriate 35,500 from 1988 County Aid Contingency to supplement$35,500 from the 1990 Signal Installation
Program to i stall a traffic signal at Randolph and Albert
BSCkground: The 1990 Si nal Installation Program was financed by City Council in order to provide financing for signals as
needed, incl ding Randolph/Albert if warranted. Because half of this intersection is eligible for County Aid financing,
Public Wor s is requesting that County Aid contingency rather than 100°rb Capital Improvement Bond financing be
used for the intersection.
MBjor IssueS: Traffic volu e and speed on Randolph has increased considerably since 35E was completed. The increase in
volume is li ly to continue and,although warrants are not met yet,they are likely to be within two years.
Administrat rs from Holy Spirit School and residents of the area are extremely concerned about the difficulty chiidren
and elderly ave in crossing Randolph,both during school hours and at other times(there is a tot lot at the
intersection School crossing guards help meet the need for safe crossing during school hours only. The Streets&
Utilities Tas Force and CIB Committee recommended against financing for this signal during the 90/91 proposal
review proc s. The CIB Committee also recommends against this amendment. The rationale includes concern that
a a traffic si nal will not solve the problem;enforcement of speed limits including school speed zones would be more
effective;an concern about adding operating costs to the City budget.
