Simon 500 Main Street NE 500 Main Street NE Minneapolis, riN 55413-1926 Minneapolis, MN 55413-1926 RE: 444 Bidwell Street Two story, wood frame, residential structure Dear Sir or Madam: The Division of Public Health has determined that the above noted building is an abandoned building, which Chapter 45 of the Saint Paul Legislative Codes defines as: "any building or portion of a building which has stood with an incomplete eaterior shell for longer than three (3) years or any building or portion thereof which has stood unoccupied for longer than one (1) year and which meets one or more of the following criteria; (a) unsecured, or (b) boarded, or (c) having multiple exterior Houcing Code or Building Code violations, or (d) placarded as "Unfit for Human Habitation" pursuant to Chapter 34 of the Saint Paul Legislative Code." The ordinance further states that an abandoned building is a nuisance and it may be ordered torn down by the City. NOTE: If you do not want to have the City begin action to have the building torn down, then the attached list of deficiencies must be repaired or you must tear the building down on or before July 29, 1990. Any repair or demolition must be completed in accordance will all applicable 1 aws. If the work, is not completed or if you have not torn the building down by the above date, the Division of Public Health will refer this matter to the City Council to receive authority to tear down the building. Permits must be obtained where changes and/or additions to an electrical system require upgrading of_ the service size to current National Electrical Code (N.E.C. ) requirements. Some plumbing repairs may necessitate updating of the fixtures and/or piping involved. A permit is required for any repair or nPw installation. Permits may be obtained from the Building Inspection and Design Division, Room 445, City Hall. Exterior Front of Building 1 . Front steps have cracked and deteriorated areas. Repair or replace steps. 2, Front storm door is missing. Replace or repair storm door. South Side of Building 3 . South" side, exterior wall has some bent and damaged pieces of aluminum siding. Repair damaged siding. 4. Front foundation wall has loose and missing mortar between the foundation blocks. Tuckpoint the front foundation wall. 5 . South side of the roof .is sagged and the shingles are uneven. Repair roof and shingles. North Side of Building 6. Chimney has loose and missing mortar - no visible evidence of a flue liner. Repair chimney and install a flue liner. 7 . Aluminum siding is missing over the right edge of front eave. Replace. 8. North side of roof is sagged and shingles are warped and uneven. Repair roof and shingles. 9, Edge of roof is bowed indicating possible rot or decay. Repair roof and replace all decayed wood. 10. One second floor storm window is missing. Replace. 11 . Rear Steps have flaked and deteriorated concrete. Repair steps. Cellar Area 16. Stairway to the cellar has narrow treads. The rise of the steps exceed Code requirements, and the steps lack a handrail. Repair stairway to Code. 17. Support column and beams located near water supply are located in the dirt, �and the beams are shimmed and poorly supported. Properly install support column and beams. 18. Electric light f ixture near stairway is not properly supported to the floor .joist. Properly support the light fixture. 19. Northside foundation wall has loose and missing mortar. Repair foundation. 20. Basement floor lacks a conerete slab, Install a concrete slab where appropriate. 21 . Water heater T.P.R. valve is locked in the open position. Replace T.P.R. valve. 22. Sub-floor under kitchen area has water damaged and decayed wood members. Repair this area. 23 . Floor joists are closer than 18" from dirt in the south half of the cellar area. Temporary shims under the main beam are compressed, and the beam is leaning out of plumb. Provide proper separation between soil and wood and properly install all columns and beams. 24. Stone support columns for main beam have missing and loose rnortar. Repair. 25 . Evidence of moisture seeping through northside foundation wall.
