For the period of May 1, 1989 through April 30, 1990 the figures reflect an
increase of $.53 per hour or 2.1$. This rate is based on the outside
prevailing wage rate as established for this area. For the period May 1,
1990 through April 30, 1991 they reflect an increase of $.60 per hour or
2.3�.
These figures reflect the total package cost (wages and fringe benefits) to
the employer.
II. Contract Summarv
1. Language was added allowing the employer to designate the day after
Thanksgiving as a holiday and to delete Columbus Day from the
holidays list set forth in this agreement.
2. Duration; Two year agreement.

MEMORANDUM OF AGREEMENT
This Memorandum of Agreement is by and between the City of St. Paul and
Pipefitters Local No. 455. In full settlement of negotiations, the parties
hereto agree as follows:
l. Except as herein, the 1987-1989 Agreement between the parties signed on
August 14, 1987 shall be the basis of the forthcoming labor agreement.
2. Delete Article 8.8 in its entirety.
3. Delete Articles 12.2, 12.3 and 12.5.
4. Amend Articles 13.2 and 13.3 to read as follows:
13.2 Employees covered by the rates in Item 2 of Appendix C shall be
eligible for ten paid holidays and 160 hours of paid vacation in
accordance with the St. Paul Salary Plan and Rates of Compensation.
These rates have been reduced by an amount equal to the cost of
granting such amounts of paid holiday and paid vacation.
13. 3 Employees covered by the rates in Item 3 in Appendix C shall be
eligible for ten paid holidays in accordance with the St. Paul
Salary Plan and Rates of Compensation. These rates have been
reduced by an amount equal to the cost of granting such amount of
paid holidays.
5. Delete Article 15 -Severance Pay in its entirety.
6. Amend Article 16 by deleting Article 16.5.
7. Further amend Article 16 by adding the following Article 16.7 .
16.7 Notwithstanding Article 16.1, the Employer may at anytime
during the life of this Agreement designate the day after
Thanksgiving as a holiday. In the event of such designation,
the Columbus Day holiday shall be deleted from the holidays
list set forth in Article 16.1. In addition, the Columbus Day
holiday where referenced in Article 16.6 shall be deleted from
same and the day after Thanksgiving shall be substituted.
8. Amend the last sentence of Article 19.4 to read as follows:
Employees laid off shall have the right to reinstatement in any
previously held lower paid class title covered by this Agreement,
provided such employee has greater "Class Seniority" than the employee
being replaced.

9. Amend Article 29 by adding the following Article 29.2:
� 29.2 Notwithstanding Article 29.1 above, the Employer shall not be
responsible for paying any legal service fees or for providing any
legal service arising from any legal action where the employee is
the Plaintiff.
10. Amend Article 31.1 to read as follows:
31.1 This Agreement shall become effective as of May 1, 1989, and
shall remain in effect through the 30th day of April, 1991,
and continue in effect from year to year thereafter unless
notice to change or terminate is given in the manner provided
in Article 31.
11. Amend Appendix C to read as follows:

1. The basic hourly wage rates for temporary employees appointed to the
following classes shall be:

The basic hourly rate for temporary employees whose length of employment
and earnings require that they be subject to Public Employees Retirement

employees appointed to the following classes who have elected to be
eligible for paid holidays and paid vacation in accordance with Article
13.2 of this Agreement shall be as follows:

The rates in Item 3 in this Appendix C shall be the applicable rates for
all employees appointed to the class of Mechanical Inspector on or after
July 1, 1990.
�This rate includes the taxable contributions listed in Appendix D.
** This rate includes the taxable contributions listed in Appendix D and
reflects 80 hours of paid holidays and 160 hours of paid vacation.
��* This rate includes the taxable contributions listed in Appendix D and
reflects 80 hours of paid holidays.
In the event that the Union elects to have the fringe benefit
contributions made by the Employer for such employees that are listed in
Appendix D increased during the contract period, the basic hourly wage
rate shall be reduced by the amount of such increase.
12. Amend Appendix D to read as follows:
APPENDIX D
Effective May 1, 1989
(1) Contribute $2.50 per hour from which payroll deductions have been
made for all hours worked by employees, to a Union designated Credit
Union. Effective upon the effective date of this agreement this
contribution shall become $3.45 per hour.
(2) Contribute $.Ol per hour from which payroll deductions have been made
for all hours worked by participating employees as defined in
Articles 12.3, 12.4 and 12.5 of this Agreement, to a Union
designated Workint� Fee Fund.
(3) Contribute $1.68 per hour for all hours worked by participating
employees as defined in Articles 12.3, 12.4 and 12.5 of this
Agreement, to a Health and Welfare Fund. Effective 5-1-90 this
contribution shall be increased to $1.83 per hour.
(4) Contribute $2.78 per hour for all hours worked by participating
employees as defined in Articles 12.3, 12.4 and 12.5 of this
Agreement to the Pension Fund.
(5) Contribute $.11 per hour for all hours worked by participating
employees as defined in Articles 12.3, 12.4 and 12.5 of this
Agreement, to the Journe�,man and Apprenticeship Trainin� Fund.
(6) Contribute $.03 per hour for all hours worked by participating
employees as defined in Articles 12.3, 12.4 and 12.5 of this
Agreement to the General Benefit Fund.
All contributions made in accordance with this Appendix shall be
forwarded to the Twin City Pipe Traders Service Association.
The Employer shall establish Workman's Compensation and Unemployment
Compensation programs as required by Minnesota Statutes.

The Employer's fringe benefit obligation to employees is limited to the
� contributions and/or deductions established by this Agreement. The
actual level of benefits provided to employees shall be the
responsibility of the Trustees of the various funds to which the Employer
has forwarded contributions and/or deductions.

MEMORANDUM OF AGREEMENT �
This Memorandum of Agreement is by and between the City of St. Paul and
