WHEREAS, on January 12, 1988, the Saint Paul City Council approved a procedure
for reallocation of Emergency Shelter Grant funds granted to the City by the
U.S. Department of Housing & Urban Development (HUD) (direct entitlement
funds) ; and
WHEREAS, the City Council authorized use of this same procedure to determine
which nonprofit organizations to recommend for funding under the State of
Minnesota's Emergency Shelter Grant program; and
WHEREAS, on June 12, 1990, a review of funding requests was conducted in
accordance with the approved procedure by the Emergency Shelter Grant Review
Team and the following recommendation for funding were made:

WHEREAS, the Review Team further acknowledges that none of the
applicants were funded in their entirety and in the event the recommended
applicants are unable to meet the Federal Requirements or utilize their funds
for the specific purposes for which they were approved, The Review Team
recommends the excess funds are used to further fund the Family Service
Program and Good Shepherd-Euphrasia House Proposal and Casa de Esperanza
Proposal.
NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of
Saint Paul hereby accepts and approves these recommendations for expenditure
of Emergency Shelter Grant funds; and be it
FURTHER RESOLVED, that the City Council authorizes the appropriate city
staff to enter into contracts with the above organizations in accordance with
state and federal rules and city regulations; and be it
FURTHER RESOLVED, that the City Council adopts the following changes to
the 1990 budget:

FURTHER REVOLVED, that the City Council authorizes these expenditures
sub�ect the following conditions:
1) That funds allocated to Sarah Family Programs be placed in
contingency pending a decision by the Department of Housing and
Urban Development (HUD) regarding the eligibility of the program
sponsor. If HUD makes a negative determination or has failed to
make a determination within 6 months of the date of this
resolution, the City Council will take action to reallocate the
funds to another eligible program.

2) That for funds allocated to Faraily Services Homeless Prevention,
Family Services agrees:
a) to provide rental assistance only in the form of loans
• rather than grants;
b) to provide rental assistance loans only in conjunction with
counseling;
c) to verify that the rental unit for which rental assistance
is being provided has no outstanding orders under the City's
Housing or Fire Codes; and
d) to work with the City's Housing Information Office in
providing counseling and assistance to households facing
mortgage foreclosure.
3) That for funds allocated to Ain Dah Yung, Ain Dah Yung agrees:
a) to give priority to shelter residents who are residents of
St. Paul; and
b) to keep records of the home residence of the shelter users
in order to determine what percentage of the shelter users
are St. Paul residents.
4) That funds allocated to the YWCA be subject to strict financial
controls.
