and � 11 12 WHEREAS, more than ninety (90) days have passed ' e he resolution was adopted, thereby 13 allowing the City to propose implementation; and 14 � 15 WHEREAS, numerous meetings on this topic have en conducted by City staff with participation 16 by neighborhood residents and interested pa t s; d 17 18 WHEREAS, the concerns and questions ised t the neighborhood meetings are best resolved by 19 negotiating a contract with residential ul r currently licensed in Saint Paul; and 20 � 21 WHEREAS, as part of its Master Plan fo Solid Waste Management, Ramsey County recommended 22 all cities in the county adopt organiz �i ollection because it "provides the most service per dollar 23 expended;' and / 24 / 25 WHEREAS, the Saint Paul C' ize Solid Waste Task Force recommended that the City implement 26 an organized comprehensive w management system through a negotiated contract with licensed 27 waste haulers; and 28 29 WHEREAS, a negotiate tract for an organized collection system is the most environmentally 30 sound solid waste system cause it will: 31 32 * Minimize e number of trucks, thereby reducing vehicular air and noise pollution in 33 neighbor oods, and minimizing the use of fuel, 34 35 * Enco age recycling by coordinating pickup with refuse, 36 37 * Co olidate all residential waste collection services by area on the same day of the 38 w ek, 39 40 * ,/Mandate refuse collection to minimize illegal refuse disposal and litter, 41 42 * � With NEC, monitor participation in recycling and educate Saint Paul residents on 43 environmentally sound approaches to waste abatement and disposal; and 44 45 1 OR��GINAL � � �9a-���° ✓ 2 , . 3 4 WHEREAS, a negotiated contract will result in cost-savings to residents by: 5 6 * Reducing the average price on regular service by at least 10% (based upon the 7 Department of Public Works' survey quoted in 1990 license applications), 8 9 * Offering greater than 10% price reductions depending upon the negotiated level of 10 service under a volume-based pricing system, 11 12 * Having all refuse collection chaxges based upon volume of refuse generated, thereby 13 minimizing the costs for low-volume generators and fairly assessing cost to high-volume 14 generators, 15 16 * Reducing costs for low-volume and fixed-income residents, including senior citizens 17 through volume-based rates, 18 19 * Mandating service for a11 residents to that the cost of providing service is shared 20 equitably between a11 generators, 21 22 * Gaining efficiencies in collection which result from consecutive collection stops in 23 contrast to driving substantial distances between stops, which will moderate the 24 increasing costs of waste disposal; and 25 26 WHEREAS, residents are guaranteed that their waste will be collected through an effective 27 complaint management system which penalizes haulers for poor service; and 28 29 WHEREAS, a negotiated contract will reduce the City's need to issue summary abatements, deal 30 with "garbage houses" and require minimum City staff involvement; and 31 32 WHEREAS, it is in the best interest of the City of Saint Paul that the City's goals and objectives 33 and the best service to Saint Paul citizens be accomplished by negotiation of a contract with those 34 persons presently licensed to haul residential mixed solid waste in Saint Paul; and 35 36 WHEREAS, the details of such a contract are to be negotiated by City staff prior to submission of 37 a contract for approval by the City Council; 38 1 . � � IGI�NAL � �qo -���o �/ 2 1�10W, �THEREFORE BE IT RESOLVED, that the Director of Public Works be and hereby is 3 directed to negotiate all aspects of a contract for the collection of mixed municipal solid waste with 4 Saint Paul Refuse, Inc. to include all residential waste haulers who are licensed as of this date;
