Financial Information A. Number of employees affected: 62 B. Approximate cost of wages for 1989: $523,900 C. Increased cost of insurance and wages for 1990: $62,531 D. Approximate cost of insurance and wages for 1990: $586,431 E. Increased cost of insurance and wages for 1991: $29,444 F. Approximate cost of insurance and wages for 1991: $615,875 G. Overall increase in costs of insurance and wages for 1990 and 1991: $91,975 The above figures represent a 4� increase of current Recreation Leader salaries for 1990 and 4.5� increase for 1991. A study of these positions is being conducted by the Classification and compensation section, which could result in a salary change. In addition, all employees are now eligible to earn benefits based on number of hours worked, as are other members of the bargaining unit. For purposes of estimating benefit costs we have assumed that all employees will sign up for single coverage health insurance. The approximate total package increase will be 11.9� in 1990 and 5.0 � in 1991. The approximate total package cost reflects a 17.6 � increase over the 1989 total package cost. The 1990 increase of 11.9� includes the initial cost of providing health insurance to these employees. II. Summarv of Memorandum of A�reement A. A study of the positions included in the classification of Recreation Leader is being conducted by the Classification and Compensation Section of the Office of Personnel and Labor Relations. Any resulting pay increases will be retroactive to April 7, 1990. B. The resulting 1990 pay level for the classification for Recreation Leader will be increased 4.5� effective December 29, 1990. This increase is identical to increases for other classifications represented in this bargaining unit. , �.-yo-�.��� 1990 MEMORANDUM OF AGREEMENT � This Memorandum of Agreement is by and between the City of Saint Paul and Local Union 1842, District Council 14, American Federation of State, County and Municipal Employees, AFL-CIO. In full settlement of negotiations, the parties hereto agree as follows: . 1. Except as herein, the 1990-1991 Agreement between the parties signed on January 31, 1990 shall be the basis of the forthcoming labor agreement. 2. Amend Article 1.2 by adding the title of Recreation Leader to the list of titles covered by this Agreement. . 3. Amend Article 15 by adding the following Article 15.2: 15.2 A study of the positions included in the classification of Recreation Leader shall be conducted by the Classification and Compensation Section . of the Office of Personnel and Labor Relations. Any resulting pay increase shall be retroactive to April 7, 1990. Retroactive wage ad3ustment shall only apply to employees who were employed by the City as of the signing of this Memorandwn. The resulting 1990 pay level for the classification of Recreation Leader shall be increased 4.5$ effective December 29� 1990. 4. For the purpose of the eligibility for fringe benefits for Recreation Leaders, it is understood that only hours worked as a Recreation Leader on or after April 7, 1990 shall be considered.
