WI�REAS, the Port Authority of the City of Saint Paul has proposed that
the boundaries of the Enterprise Zone be changed; and _
WI�REAS, the Council of the City of Saint Paul has directed the Dawntawn
Riverfront Cccrnni.ssion to review all proposed Enterprise Zone boun�3ary chanqes
and to make reco�narendations to the Council on such changes; an�l
WI�REAS, the Dawntawn Riverfront Carnnission has revie�wed the recorrnnended
boundary changes proposed by the Port Authority of the City of Saint Paul; and
WI�REAS after said revie�w, the Dawntawn Riverfront Co�rnnission reco�n¢nended
that the boundaries of the Enterprise Zone be am�er�ded as shown on the map at-
tached hereto as Exhibit A; and
WI�I�AS, pursuant to Minn. Stat. Section 469.173, Subd. 6, Enterprise
Zone boundaries may be realic�ed subject to the approval of the Co�missioner
of Trade and Ecoriomic Develo�ment; naw therefore, be it
RESOLVED, by the Council of the City of Saint Paul, that the bourx3aries
of the Enterprise Zone be amended in conforn�ance with the bourrlaries set forth
on Exhibit A attached hereto, an�d, be it
FURTf�R RF,SOLVID� that the appropriate staff are hereby authorized and
directed to make the necessary applications to the Crnsnissioner of Trade and
Ecor�mic Developnent requesting approval of the realigrunent of Saint Paul's

In order for the property at 319 Eagle Street and 300 Chestnut Street to be included in the
Enterprise Zone thereby allowing the issuance of Enterprise Zone credits for""renovation of
the facilities, the attached City Council Resolution approving the boundary change is
required.
ADVANTAGES IF APPROVED:
With the approval of the boundary change, Enterprise Zone credits can be provided to Seven
Corners Ace Hardware, Inc. to assist in the renovation of the facilities at 319 Eagle a�id
300 Chestnut Street along with the construction of an addition to the b.uildings. Approxi-
mately 46 new jobs will be created as a result of the project.
With the inclusion of these properties in the Enter^prise Zone as an inducement for Ace Hard-
ware to proceed with the acquisition, renovation and addi.tions, the facility will become
taxable and strengthen the City's Riverfront Tax Increment District.

The Port Authority staff is recommending a change to the Enterprise Zone
boundary in order to permit the use of Enterprise Zone credits to assist Seven
Corners Ace Hardware with their expansion. A formal public hearing at the
City Council has been scheduled for July 19.
The change would result in the follawing:
