3 WHEREAS, there are a growing number of elderly living in St. Paul that want to remain at home
4 but find it difficult to carry out necessary chores around the home because of the physical
5 limitations of old age, and
6
7 WHEREAS, having necessary chores done for them will allow greater independence and helps to
8 make life more enjoyable, and
9
10 WHEREAS, although much is being done to meet the chore needs of those St. Paul elderly living
11 at home there are still many who are both unaware and unserved by chore service programs, now
12
13 THEREFORE, BE IT RESOLVED, that the Saint Paul City Council supports efforts to guarantee
14 that those elderly needing chore services performed do not go unserved, and be it further
15
16 RESOLVED, that the City encourage its employees to volunteer for chore services, and be it
17 further
18
19 RESOLVED, that the City of Saint Paul will encourage its managers to allow flex-time for city
20 employees that choose to take unpaid leave to volunteer to perform chore services for elderly
21 residents of St. Paul and that such instances of volunteering will not exceed more than a total of
22 eight hours in every thirty calendar days, and be it further
23
24 RESOLVED, that City employees utilizing flex-time to volunteer for chore services will be referred
25 to neighborhood chore service providers through the Community Services Department or Ramsey
26 Action Programs' Chore Service Coordinator, and be it fiu�ther
27
28 RESOLVED, that the City of Saint Paul will print inserts to be included in water bills for the
29 quarter beginning January 1991 to inform residents of the availability of chore services and asking
30 for volunteers for chore services and referring potential volunteers and users of chore services to
31 the Ramsey Action Programs' Chore-Services Coordinator, and be it further

33 RESOLVED, that Ramsey Action Programs should make every effort to assign volunteers to areas
34 that currently lack volunteers from that particular neighborhood, and be it further
35
36 RESOLVED, that "chore services" as it has been used in this Resolution will be limited to the
37 following five types:
38 (1) Seasonal outdoor work which will include cleaning and changing of storm windows, raking
39 leaves, trimming shrubs, and cleaning gutters;
40 (2) Indoor heavy cleaning which will include washing walls, cleaning basements, spring cleaning,
41 helping with packing to move, and special cleaning of unhealthy environments;
42 (3) Yard work and snow removal which will include lawnmowing, trimming weeds and snow
43 removal;

Y ��)��1�bf Hdme repair and modification which will include repairing broken windows or unsafe
2 porch steps, repairing leaky faucets, installing locks or home security devices, doing interior
3 painting, and performing minor electrical, carpentry or plumbing jobs; and
4 (5) Routine indoor housekeeping which will include vacuuming, cleaning floors, laundry, food
5 shopping and cleaning of kitchens or bathrooms.
6 No food preparation, personal care or mobility assistance will be provided, and be it

8 FINALLY RESOLVED, that the City Council asks the City Clerk to send copies of this Resolution
9 to the Director of the Water Board and Ramsey Action Programs Chore Services Coordinator.

In order to continue living independently, many of St. Waul 's eld�rly residents req�ire
help in performing necessary chores around their homes and although chare service programs
do exist they need more volunteers because many of those who need chore services are
unserved. In addition, many who need chore services are unaware of the availability
af such servi ce.
ADVANTAOES IF APPROVED:
More elderly residents will become aware af the availability of chore services and take
advantage of them. Fewer elderly will go unserved and th�s will be able to enjoy the
independence of living in their own hames. VaYunteers will gain by contributing ta their
community. In addition, this will create an opportunity to get invalved in the
co�nmuni ty.
DISADVANTAOE8 IF APPROVED:
There would be no disadvantages if this were approved other than the cost of printing the
water-bill inserts.
Costs for printing inserts: $1,000.
