WHEREAS, The Saint Paul City Council placed $18,998 of the Saint Paul Police Department's Public
Information Coordinator's salary in contingency pending development and implementation of a plan
to disseminate crime information to the District Planning Councils, and
WHEREAS, The Saint Paul Police Department's Police Community Services Unit and Research and
Development Unit have formed a crime prevention task force with the District Councils, and
WHEREAS, As a result of this task force, procedures for dissemination of public police data and
information have been developed, and
WHEREAS, The Saint Paul Police Department will continue to communicate with District Planning
Councils, and
WHEREAS, The Maqor, pursuant to Section 10.07.1 of the City Charter, does certify that there
are available for appropriation, revenues in excess of those estimated in the 1990 Budget; and
WHEREAS, The Mayor recommends the following changes to the 1990 Budget:

In cooperation with District Planning Councils, the St. Paul Police Department
hereby agrees to develop and implement appropriate channels for the dissemination
of public data/information to meet the needs of the District Planning Councils.
The St. Paul Police Department will identify those members of the department
responsible for this cooperative effort and requests similar identification of
contact person(s) from each District Council so as to maximize efficiency.
The St. Paul Police Department suggests that a member of the Research and
Development Unit be invited to attend regularly scheduled community organizers
meetings to answer questions and monitor community safety concerns and make
appropriate amendments to com�nents, personnel changes and information needs.
To assist in obtaining appropriate information from the St. Paul Police
Department, the following resources are defined:

District Planninq Oouncils
Included under this section is the Community Relations Unit and Crime Prevention
Unit. These units will have the same access to statistical information as the
Research and Development Unit. We will be able to answer questions. We will not
be able to supply the same printed documentation, nor will we be able to analyze
statistics of crime patterns.
The Crime Prevention Unit coordinates programs such as Crime Watch, Operation
Identification, Premise Surveys, and Neighborhood Block Clubs. Officers are
available in the development of Neighborhood Block Clubs.
If you wish to access these services, a letter stating your request must be sent
to the Chief of Police. If approved, we will coordinate the presentation or
notify the requestor if the request is denied. We recommend at least a ten day
lead time to guarantee sufficient time for an appropriate response and
scheduling.

Mr. Adelmann can be contacted for information concerning a specific/major event
or events of recent occurrence. Examples of incidents might include: rape,
homicide, robbery. In most instances this information will be similar to that
furnished to the news media.
Data Privacy
It is understood by all parties privy to information/data obtained from the St.
Paul Police Department that certain restrictions may dictate the manner in which
the information/data may be used. These restrictions are determined by State and
Federal DATA PRIVACY ACTS. All person(s) requesting and obtaining such
information/data should be familiar with such restrictions and liabilities.
All District Planning Councils interested in receiving crime analysis products
should submit a written request to:

report, for example, burglary, robbery, theft, etc. as well as how often you

This is just a short note to bring you up to date on the Task Force
meeting with the District Council representatives regarding the
dissemination of crime data to the District Councils.
Despite the fact that Sgt. Cavanaugh has been transferred, he was
the lead person representing the Department, so he attended our May
15th meeting. The District Council representatives, (Ms. Chris
Trost, Ms. Bobby Megard, Ms. Kathie Taranowski, Ms. Ellen Kluz and
Ms. Jonelle Ringmalda were present) unanimously accepted the informa—
tion and format that Sgt. Cavanaugh presented.
I also informed the Task Force that with the new crime prevention
initiative, we would continue working to enhance our product,
especially for the District Councils. In the interim, they are
satisfied with the product that Sgt. Cavanaugh has put together.

To date, there have been 3 meetin�s betaeen interested communitq
organizers or crime prevention staff with members of the St . Paul
Yo �ice Uepartment . The purpose of these meetings has been to
diaZogue with members of the police dep�rtment about how staff
from District Cou'nc.ils can access, pe 'rtinent in�formation about
arca crimes in a timely manner. '

Tlie police officers , Sargent •Cavanaugh �nd Lieutenant Briggs ,
have provided information about internal' reporting procedures
�,�ithin the police department and plans for future reporting.
These include computerized and uniform crime reporting . They are
�.•ery interested in neighborhood input in these plans .
Discussions have included the desire for weekly information about
crimes other than burglaries, specific contact people within the
po�ice department to call for information , written policies
adc�ressing the nature of information given to neighborhoods , and
pcssible representatives from neighborhoods to the police.
"i:e officers will be compiling a list of police contact officers
for CUs and are working on a computer program which will compile
ir.formation b,y District Council boundaries. These District� maps
�.�iil be broken down by police grids so the raw data will be
available by police �rid .
`i'he next meeting of this task force is March 6 at 10 a.m. at
Edgcumbe Recreation Center, 320 S. Griggs . At this meetinR, the
computer program will be discussed . Come to the meetinR prepared
to share what specific information each your nei�hborhood would
like to receive .

WHEREAS, a contribution of Two Thousand Dollars ($2,000.00) has been made to
the City of Saint Paul by the City and County Employees Credit Union in
return for space for six columns of Credit Union news in the City's employee
newsletter, "Let's Talk"; and
WHEREAS, the Mayor, pursuant to Section 10.07.01 of the City Charter, does
certify that there are available for appropriation revenues in excess of
those estimated in the 1990 budget; and
