1 WHEREAS, the Human Services, Regulated Industries and Rules & Policy
2 Committee of the City Council has held two public hearings to consider the
3 administration's recommendations for chan�es on the City's regulation of the taxicab
4 industry, and
5
6 WHEREAS, several issues were raised at the public hearings in February and
7 March, 1990, wluch do not require legislation but are issues that the City Council wants
8 the administration to address, and
9
10 WHEREAS, research on the issue of additional taxicab stands has been
11 conducted by City staff at the request of the Human Services, Regulated Industries and
12 Rules & Policy Committee; now therefore be it
13
14 RESOLVED, that the City Council does hereby request the License Division to
15 maintain adequate surveillance to prevent unlicensed taxicabs from operating in the City,
16 and be it
17
18 FURTHER RESOLVED, that the City Council does hereby request the
19 Department of Public Works, after consulting with the License Division, representatives
20 of the taxicab and hospitality industries and the Civic Center Authority to install from
21 two to four additional taxicab stands in strategic locations in downtown Saint Paul.

Public hearings held by the Huma.n Services, Regulated Industries and Rules & Policy
Committee included testimony that the taxi industry in Saint Paul would be enhanced
if unlicensed taxicabs were prevented from operating in Saint Paul and if additional
taxicab stands would be established in the downtown area.
ADVANTAOES IF APPROVED:
Unlicensed taxicabs will not be allowed to operate in Saint Paul, preserving business for
licensed cabs.
Additional cab stands will be established so that citizens and visitors to Saint Paul will
have easier access to cabs in downtown Saint Paul.
This resolution will have no budgetary impact for either 1990 or 1991.

Unlicensed cabs will continue to operate in Saint Paul.
Citizens and visitors to Saint Paul will have difficulty finding a cab available downtown.
