ADVANTAOES IF APPROVED: Unlicensed taxicabs will not be allowed to operate in Saint Paul, preserving business for licensed cabs. Additional cab stands will be established so that citizens and visitors to Saint Paul will have easier access to cabs in downtown Saint Paul. This resolution will have no budgetary impact for either 1990 or 1991. DISADVANTAOES IF APPROVED: None. DI3ADVANTAGE3 IF NOT APPROVED: . Unlicensed cabs will continue to operate in Saint Paul. Citizens and visitors to Saint Paul will have difficulty finding a cab available downtown. They will be forced to call a dispatcher for a cab and wait for up to twenty minutes before a cab arrives.
