S AP:dmc Attachment cc: Jim Hart Tom Sanchez . � - ( �/��� - NOTICE OF PUBLIC HEARING UPON LOWER BLUFF REDEVELOPMENT PLAN NOTICE IS HEREBY GIVEN that a public hearing will be held before City Council of the City of Saint Paul, Minnesota, in the Council Chambers, Third Floor, 15 West Kellogg Boulevard, Saint Paul, Minnesota, on Tuesday, July 3, 1990, at 9:00 a. m. on the Redevelopment Plan for the Third and Maria Lower Bluff Project Area. The primary purpose of this Plan and Project is to eliminate and/or improve those existing conditions which serve to impair the health, safety and general welfare of the citizens of the City of Saint Paul, and which also serve to inflict economic blight upon existing private investment, threaten the source of public revenue, and induce many members of the surrounding neighborhood to no longer consider the area an attractive area to reside or do business. The primary objective is to remove and/or improve these conditions through public intervention so that private enterprise will achieve the means and encouragement to provide both housing and commercial development. The Redevelopment Plan delineates the Project area within the immediate neighborhood bounded by East Seventh Street on the North, Bates Str.eet on the East, Plum Street and Hudson Road on the South, and Mounds Boulevard on the West. The Project Area's legal description is as follows: Beginning at the most northerly right-of-way line of East Seventh Street with the intersection of the centerline with Mounds Boulevard; thence north for a distance of 150.0 feet; thence east parallel with East Seventh Street for a distance of approximately 1279.18 feet to the most easterly line of Lot 1, Block 6, Auditor's Subdivision; thence south on a line parallel with Bates Avenue for a distance of 326.0 feet; thence east for 40.0 feet; thence south for 7.05 feet; thence east for 38.07 feet; thence south for 120.64 feet; thence west for 38.07 feet; thence south on a line parallel with Bates Avenue for a distance of approximately 2528.26 feet to the most southerly line of Lot 8, Auditor's Subdivision No. ; thence west 17.22 feet; thence south 50.14 feet; thence west on a line parallel with Plum Street to the most northerly right-of-way line of Hudson Road; thence following along the most northeasterly right-of-way line of Hudson Road to the intersection with the centerline of Mounds Boulevard; thence following the centerline of Mounds Boulevard to the most northerly right-of-way line of East Seventh Street the point of beginning. Copies of the Redevelopment Plan for the Third and Maria Lower Bluff Project Area and related documents, including a Market Study and Exterior Building Condition Survey are on file in the office of the Department of Planning and Economic Development, City Hall Annex, 25 West Fourth Street, 12th Floor, Saint Paul, Minnesota, and available during regular business hours. That upon said Public Hearing the Council shall consider the Redevelopment Plan for Third and Maria Lower Bluff Redevelopment Project Area, dated January, 1990, and the redevelopment and community development activities in proposed said Plan and determine whether (1) the land in the Project area would not be made available for redevelopment without the undertaking of the Project and provision of public financial assistance being considered; (2) the Redevelopment Plan will afford maximum opportunity consistent with the sound . �oJ���� . needs of the locality as a whole, for redevelopment of the Redevelopment Plan area by private enterprise; (3) the Redevelopment Plan conforms to the general plan for the development of the locality as a whole; (4) that the undertakings and the site of the Project Area, and as described in the Redevelopment Plan, the Building Survey Report and Market Analysis Study, constitute a "redevelopment project" within the meaning of Minnesota Statutes, Section 469.002, Subdivision 14 and is a blighted, substandard, deteriorated and deteriorating area in need of redevelopment treatment as defined in the Redevelopment Plan; and (5) the Redevelopment Plan makes provision toward development of a viable community in Saint Paul, including commercial revitalization, decent housing and suitable living environment and expanding opportunities principally for low and moderate income persons.
