Dear Ms. VanHorn:
As we discussed, this letter will serve as our formal request
that our On-Sale Liquor and Sunday Liquor License be granted an
extension to include the area indicated on the site plan of our
restaurant. This area will be used to conduct volley ball games
and upon approval, liquor will be served in the area indicated.
I appreciate your understanding of our desire to have this matter
brought before the council as soon as possible due the seasonal
nature of the request and the short time we will have to use the
outside area.
If there is any further information you need please feel free to
contact me, otherwise I will look forward to hearing from you as
to when we can expect council action on our request.

I reviewed the floor plans and site plan for the proposed volleyball
court and extension of service area for Chi-Chi's Restaurant. I have
made the following determinations:
Total patron area including extension of service =
7768 square feet
7768 : 45 = 173 parking spaces
Parking for volleyball court = 9 spaces
Total required parking = 182 spaces
Parking available = 186 spaces
Existing parking is sufficient for the proposed volleyball court and
extension of service area. However, the license should probably be
conditioned to limit the outdoor service area to not more than a
36 foot by 36 foot area.

At the regular Snelling Hamline Community Council Board of
Directors Meeting of July 5, 1990, the board members attending
agreed to ask the City Council for the follor►ing vaiver.
That the forty five t45) day waiting period for a hearing on the
expansion of the liquor license at Chi Chi's Mexican Restaurant,
389 North Hamline, be raived and placed on the agenda of the City
Council. Also that, those addresees ad�acent, rho rere notified
previously of the raiting period, be advised of this raiver, in
case the City Council does decide to hear the matter at the

RESOLUTION AMENDING SELECTION CRITERIA FOR REALLOCAfiING
EMERGENCY SHELTER GRANT FUNDS UNDER THE
STEWART B. MC KINNEY ACT
WHEREAS, in 1987, the City Council approved a procedure and selection
criteria for allocating Emergency Shelter Grant Funds granted to the City by
the Department of Housing and Urban Development under the Stewart B. McKinney
Act; and �
WHEREAS, the City Council ,desires to give priority to those proposals
where the applicants voluntarily comply with the Ramsey County Dispersal Plan
by not establishing new facilities in "highly concentrated" planning
districts; and
WHEREAS, "highly concentrated" under Section 245.812 of the Code means
having a population in residential facilities serving seven or more persons
that'exceeds one-half of one percent of the population of a recognized
planning district or other administrative subdivision.
NOW THEREFORE BE IT RESOLVED that the City Council of Saint Paul hereby
amends the selection criteria for reallocating Emergency Shelter Grant Funds
as follows:
, 1. Applicant meets basic eligibility criteria of Emergency Shelter
Grant Program.
2. Program meets provider requirements (transitional housing,
emergency shelter, essential service providers) .
