MC KINNEY ACT WHEREAS, in 1987, the City Council approved a procedure and selection criteria for allocating Emergency Shelter Grant Funds granted to the City by the Department of Housing and Urban Development under the Stewart B. McKinney Act; and � WHEREAS, the City Council ,desires to give priority to those proposals where the applicants voluntarily comply with the Ramsey County Dispersal Plan by not establishing new facilities in "highly concentrated" planning districts; and WHEREAS, "highly concentrated" under Section 245.812 of the Code means having a population in residential facilities serving seven or more persons that'exceeds one-half of one percent of the population of a recognized planning district or other administrative subdivision.
