WHEREAS, plans f Minnesota Department of Transportation (MnDOT)
S. P. numbers 6280- 2 and 6283-132 have been prepared by MnDOT showing
proposed alignment, pr iles, grades and cross sections for the reconstruction of the
Jackson, Cedar Streets' b 'dges numbered 62893 and 62889 respectively over the
I-35E and I-94 Commons a a and the East 9th. Street bridge numbered 62702 over
I-94, and
WHEREAS, these plans include t e reconstruction of I-94 and 35E between Cedar
Street and the Lafayette Bridge, an
WHEREAS, agreement number 6729 as been prepared by MnDOT staff which will
provide for an estimated payment of $1, 1,000 by the City to the State for associated
City sewer, lighting, obelisk and engineeri costs in conjunction with the State
contract, and
WHEREAS, approximately $882,150 in sewer b nds will pay for the sewer work and
associated engineering costs and approximately 39,670 in HRA funds will pay for
the obelisk and associated engineering costs, and proximately $19,180 in HRA
funds will pay for the lighting and associated enginee 'ng costs, and
WHEREAS, these plans and the associated agreement ve been reviewed by Saint
Paul Public Works staff engineers and they recommend a roval of said plans and
agreement, now, therefore
BE IT RESOLVED, that the proper City officials approve MnDO plans numbired
S. P. 6280-252 and S. P. 6283-132, and agreement number 672 7. �',�.�

Background: The City is asked to approve MnDOT plans for reconstruction within the City. We have asked MnDOT to include
sewer separation,decorative lighting,and an obelisk as part of their bridge reconstruction work. This resolution
approves the MnDOT plans and recognizes the City work to be done at an estimated cost of$1,041,000. The 1991
Sewer Separation Program currently identifies this work as a 1991 separation project under Twelfth Street. The
lighting,obelisk and related engineering are included in the 1989 HRA Development Fund budget as East Side
Entrances.
MajOr ISSU2S: Installation of the lighting or sewer at a later date will increase the cost to the City.
Fiscal Impact: (Current Year and Following Year)
Coordinating projects such as these usually provides cost savings.
Recommendation: APPROVE

Dear Mr. Crawford:
I am hereby requesting that the City cost participation for sewer construction work
under the referenced agreement be paid by the City to the State after July 1,1991.
The sewer construction being done under your contract is part of our 10-year program
to abate combine sewer overtlow. This sewer work is being advanced in our program
so that it can be coordinated with your project. I am requesting that our payment be
made next year to match our funding program.
I also understand by your schedule that the sewer will not be constructed until 1991,
therefore, you should not have to pay the contractor until then. This, therefore, should
cause no financial hardship to MnDOT.
The otfier costs for bridge lighting and for the obelisks can be forwarded to MnDOT
soon after award of the contract.

WHEREAS, traffic signal agreement number 67336 has been prepared by
MnDOT staff which will provide for an estimated payment by the City to
the State for$74, 219 for construction of traffic signals on 11 th Street
at Cedar, Minnesota, Robert and Jackson Streets' and on 12th Street at
Jackson, Robert, Minnesota, Cedar, Wabasha and John Ireland Blvd. and
WHEREAS, the construction of the traffic signals will be done under State
contract number S.P. 6280-273 in conjunction with the contract to
reconstruct the 194 and 35E Commons area between Cedar St. and
Lafayette Rd., and
WHEREAS, the payment for the costs will come from 1990 CIB and MSA
funds, now, therefore
BE IT RESOLVED, that the City Council approve traffic signal agreement
number 67336 with MnDOT and hereby authorizes the proper City officiats
to sign the agreement.
