INITIATINO PiBLEM.188UE.OPPORTUNI'TY(WhoWhtlWhsn,WMn.Mlhy): Mr. Selwin Ortega was involved in a minor traffic accident on October 3, 1986. His vehicle was parked when struck by another car. The other driver was not cited, but Mr. Ortega was. The citation was subsequently dismissed by the district court. Police officers, who arrived at the accident scene, engaged Mr. Ortega in conversation and remarks were made that could be interpreted as discriminatory based on national origin. W'hile not admitting liability, the Chief of Police and City Attorney believe that a finder- of-fact could find the City'2iab:e for an act of discrimination h this matter not been ovMrrs iFPROVeo: se .
