Authorization of URAP Funding For Parking Lot Project at 465 University
WHEREAS, on February 23, 1989, the City Council approved the International
Marketplace Urban Revitalization Action Program (URAP) to facilitate
commercial revitalization in the two-block area of University Avenue between
Western and Mackubin Streets; and
WHEREAS, a commercial property owner in the area, Jerome Ritter, a partner in
the law firm Ritter and Fenske located at 461 University Avenue, applied to
the city for URAP assistance to construct a parking facility ad�acent to his
building on property he owns at 465 University; and
WHEREAS, on December 13, 1989, the Housing and Redevelopment Authority of the
City of Saint Paul approved an $11,000 URAP loan to Jerome Ritter at 8�
interest to assist in the construction of the parking lot, with principal and
interest to be forgiven after 10 years as long as the property owner allows
surrounding businesses free use of the parking lot; and
WHEREAS, it appears that the URAP funding source is under the authority of the
Saint Paul City Council rather than the Board of Commissioners of the HRA and
therefore the City Council must formally approve this proposed loan;
NOW, THEREFORE, BE IT RESOLVED that the provision of financial assistance to
the business owner with the terms and conditions described above and as
approved by the HRA on December 13, 1989 are hereby approved, and that
appropriate city offices are hereby authorized to execute all necessary and
convenient instruments to this�end.

University Avenue (within International Marketplace URAP)

BACKGROUND
�On February 23, 1989, the City Council approved the International Marketplace
Urban Revitalization Action Program project, providing funding for a number of
projects located in the target area on University Avenue between Western and
Mackubin. One of the ma�or �goals of this project is to strengthen the
economic .stability of this two block commercial area by developing parking
' facilities to meet the businesses' present and future needs.
One project proposed to meet this goal is the construction of. a parking lot at
465 University to benefit sur�ounding businesses. The site, which is now a
vacant single family house, is owned by Jerry Ritter, a partner in the law
firm Ritter and Fenske located at 461 University Avenue. The parking lot
� would be constructed and owned by Jerry Ritter for the use of his clients;
however, it would also be available for the use of nearby businesses.
PROPOSED FINANCING
PED staff proposes to provide a URAP loan of up. to $11,000 to assist in the
construction of this parking lot, representing approximately one-fourth of the
total project costs. The loan would accrue interest at a rate of 8$ per year; '
however, interest and principal payments would be deferred and forgiven after

ten years as long as the site continued to be used as shared parking for the
businesses. If the property were sold or changed use before thati time, the
loan would become immediately due and payable.
RECOhIIrIENDED ACTION
Staff proposes that the HRA approve the financing for this project as outlined
above. A Resolution if attached.

RESOLUTION APPROVING URAP FINANCING FOR
PARKING LOT PROJECT AT 465 UNIVERSITY
WHEREAS, On February 23, 1989, the City Council approved the International
Marketplace Urban Revitalization Action Program (URAP) tu facilitate
commercial revitalization in the two-block area of University Avenue between
Western and Mackubin Streets;
WHEREAS, Activities specified in the proposal to be undertaken as part of the
URAP project include: removal of housing units from the commercial strip where
inappropriate, including those units which are blighted or create a
substantial land use conflict, and the development of parking facilities where
needed to accommodate the present and future needs of commercial property
owners in the area;
WHEREAS, A commercial property owner in the area, Jerry Ritter, a partner in
the law firm Ritter and Fenske located at 461 University Avenue, has applied
to the city for URAP assistance to construct a parking facility adjacent to
his building on property he owns at 465 University;
WHEREAS, The property at 465 University is a vacant single family house which
was rated as substantially deteriorated in the Exterior Building Condition
Survey conducted for the University Avenue East Redevelopment Plan, and which
'- � represents a substantial land use conflict with adjacent businesses;

�__ WHEREAS, Based on the findings above, PED staff proposes to provide a URAP
loan of up to $11,000 to assist in the construction of this parking lot,
representing approximately one-fourth of the total project costs, and that
this loan would accrue interest at a rate of 8� per year;
WHEREAS, PED staff further proposes that as a condition of receiving this
loan, the property owner allow surrounding businesses to use the parking lot,
and that all interest and principal payments on this loan be deferred and
forgiven after ten years as long as the site continues to be used as a shared
parking lot; however, if the property were s.old or changed use before that
time, the loan would become immediately due and payable;
WHEREAS, The elimination of a conflicting land use, removal of a blighted
structure, provision of off-street parking available to businesses in the URAP
project area are consistent with the provisions of the International
Marketplace URAP application, and are in accordance with the objectives and
redevelopment activities of the University Avenue East Redevelopment Plan and
the Citywide Redevelopment Plan of which the University Avenue East Plan is a
part; NOW THEREFORE, BE IT
RESOLVED by the Board of Commissioners of the HRA as follows:
1. That the foregoing recitals are hereby adopted as findings and
, determinations of the Board and that it is further found that the
� proposal to provide financial assistance to accomplish the recited
L�_' purposes is necessary to accomplish the purposes and objectives of the
University Avenue East and Citywide Redevelopment plans.
