1 WHEREAS, the Ramsey County Charter Commission was created by the Legislature and its
2 members appointed by the Judiciary for the purpose of writing the first County Home Rule Charter
3 in the State of Minnesota; and
4
5 WHEREAS, after extensive research, hearings and drafting, the Ramsey County Charter
6 Commission has completed this historic constitutional document for the people of Ramsey County;
7 and
8
9 WHEREAS, elected representatives and staff from St. Paul have worked with the Ramsey County
10 Charter Commission during the past two years in developing this Charter; and
11
12 WHEREAS, tlus constitutional document seeks to enhance the visibility, accessibility, flexibility,
13 efficiency, and responsiveness of county government; now, therefore
14
15 BE IT RESOLVED, that the St. Paul City Council urges all Citizens of St. Paul to become
16 informed about the proposed Ramsey County Home Rule Charter; and
17
18 BE IT FURTHER RESOLVED, that the members of the St. Paul City Council urge Citizens of St.
19 Paul to go to the polls and exercise their constitutional right to be a part of their governing process
20 by voting on this issue in the November 6, 1990, general election.

The Ramsey County Charter Commission, created by the state legislature, has proposed a
home rule charter to be voted on election day, November 6, 1990.
ADVANTACiES IF APPROVED:
This resolution simply encourages Saint Paul citizens to become knowledgable on the propose
charter and to vote on the issue and is consistent with city efforts to increase voter
participation.
