Wigington acted as the Chief Designer and 1�chitect of the Pavilion Building in 1940, and WHEREAS, Clarence W. Wigington was the first African American Architect in the state of Minnesota and the first African American municipal azchitect in the nation, and WHEREAS, Clarence W. He was the first licensed African-American architact in Minnesota and the first Atrican-American municipal architect in the nation. Ne designed numerous bui{dings'in Saint Paul, including the pavilion at Harriet Island, yet his works have gone largely unheralded. Naming the pavilion at Harriet Island will provide an opportunity to commemorate the iife and public works of the man who helped to define the architectural character ofi the city. AOVANTAGESIF APPROVED: This action will bring some much deserved recognition to a ma� who designed many functional and decorative public buitdings in Saint Paul, many of which are still in use.
