WFIEREAS, the Harriet Island park and pavilion are undergoing extensive renovation
and reconstruction, and
WHEREAS, the pavilion at Harriet Island has been placed on the National Register of
Historic Sites, and
WHEREAS, Clarence W. Wigington acted as the Chief Designer and 1�chitect of the
Pavilion Building in 1940, and
WHEREAS, Clarence W. Wigington was the first African American Architect in the state
of Minnesota and the first African American municipal azchitect in the nation, and
WHEREAS, Clarence W. Wigington went without the professional recognition he
merited during his lifetime;
11 NOW, THEREFORE BE IT RE50LVED, by the Council of the City of Saint Paul that
12 the pavilion at Harriet Island be named and recognized as the Clarence W. Wigington Pavilion
13 at Harriet Island.

Clarence W. Wigington was employed by the City of Saint Paul as a draftsman and Chief Architectural Designer
from1915 to 1949. He was the first licensed African-American architact in Minnesota and the first Atrican-American
municipal architect in the nation. Ne designed numerous bui{dings'in Saint Paul, including the pavilion at Harriet Island,
yet his works have gone largely unheralded. Naming the pavilion at Harriet Island will provide an opportunity to
commemorate the iife and public works of the man who helped to define the architectural character ofi the city.
AOVANTAGESIF APPROVED:
This action will bring some much deserved recognition to a ma� who designed many functional and decorative public
buitdings in Saint Paul, many of which are still in use. It will also highlfght the considerable accomplishments of a
member of a member of an ethnic minority.
