11 WHEREAS, the City of Saint Paul and Ramsey County both collect taxes from the citizens of Saint
12 Paul to fund City and County Public Works and Parks; and
13
14 WHEREAS, this places the citizens of Saint Paul in a position in which they are taxed twice for
15 similar services; and
16
17 WHEREAS, such "double taxation" puts an undue property tax burden on the citizens of Saint Paul;
18 and
19
20 WHEREAS, the taxpayers of Saint Paul pay 100% of Saint Paul's regional parks levy, and also pay
21 over 50% of Raxnsey County's regional parks levy; and
22
23 WHEREAS, of the nearly $1 million levied annually in Saint Paul by Ramsey County to fund
24 regional parks, roughly $750,000 is used to subsidize parks in suburban Ramsey County; and
25
26 WHEREAS, the City and County levies for the libraries are already split in such a way that the
27 County levies taxes only against County residents living putside the City of Saint Paul for Public
28 Library services delivered in those suburbs;

30 WHEREAS, City taxpayers axe "double taxed" for Public Works services in that in 1990 City
31 taxpayers paid $9.5 million in property taxes for City Public Works services but also paid over 50%
32 of the County's $7.1 million Public Works tax levy for services delivered outside the City. In
33 addition, in 1987 Saint Paul taxpayers paid almost $6 million into the County's $12,019,000 Road
34 and Bridge Fund but received only $1.5 million in County services; and
35
36 WHEREAS, ending this "double taxation" of City residents for County Public Works services could
37 save City taxpayers as much as $9.5 million a year;

39 NOW, THEREFORE, BE IT RESOLVED, that the City Council of Saint Paul requests the
40 Administration to negotiate with the County to end such "double taxation" for Saint Paul taxpayers
41 by separating the County and City tax levies for Regional Parks and for Public Works so that City
42 taxpayers are not taxed for County services delivered outside the City of Saint Paul where similar
43 services are currently provided by the City within Saint Paul; and

4 BE IT FTNALLY RESOLVED, that the City Council hereby states its intent to include these issues
5 in its 1991 Legislative Package for the State Legislahue if the negotiations are not
6 successfully completed by ���,-�99A- o c t o b e r 15, 19 9 0.

The City of St. Paul and Ramsey County both collect taxes for their Public Works and
Parks Programs. The City does not receive a proportional amount of service for the money
that they contribute. This double taxation puts an undue property tax burden on the citize s
of St. Paul and the situation can be corrected by splitting the County and City tax levies.
ADVANTAQEB IF APPROVED:
The separation of the County and City tax levies for Parks and Public Works will save the
citizens of St. Paul as much as 9.5 million dollars per year. The separation will also
guarantee that there is an equal amount of money contributed by each governmental body
for the services that they receive.
