WHEREAS, on May 23, 1990, the Division of Public Health Rodent Control crew fogged or
dye tested a rodent hole on or near the property at 2077 Idaho Avenue East, Saint Paul, Minnesota,
and determined the sewer line connecting that property to the City sewer system was broken; and
WHEREAS, a broken sewer line allows rats to tunnel to the surface of the ground and also
causes unsanitary conditions by allowing raw sewage to escape which the Division of Public Health
has determined to be a public nuisance; and
WHEREAS, on May 24, 1990, said Division sent written orders to Glenn C. Fjelsted at 2077
Idaho Avenue East, St. Paul, Minn., the fee owner of the property at 2077 Idaho Avenue East,
ordering him to repair the sewer line that connects his property to the City sewer system; and
WHEREAS, said order required said owner to abate the nuisance within thirty (30) days and
he filed a timely appeal of said order with the City Clerk; and
WHEREAS, the City Council on June 19, 1990 conducted a public hearing on said appeal and
affirmed the Division's order to repair and determined that the condition of the property which is
the subject of said written order be corrected within thirty (30) days; now therefore, be it
RESOLVED, that the order of the Division is hereby affirmed except as modified herein; and
be it
FURTHER RESOLVED, that in the event the work is not completed within the thirty (30)
days after the publication of this resolution, the City may proceed to perform or complete the
necessary work to abate the said nuisance with the costs incuned therefrom, to be collected in the
manner as provided by law.

Enclosed is the resolution you had requested in your June 19, 1990
memo, that this office prepare.
The resolution is in regard to the public hearing held by the City
Council on June 19, 1990. The Council at that time denied the
appeal of Glen Fjelstad for the property located at 2077 E. Idaho
Avenue.

DeAr Mr. Fjelsted:
On May 23 � 1990 our Rodent Control crew fogged or dye tested a
rodent hole on or near your property at 2077 Idaho Avenue East .
The test indicates that the sewer line that connects your
property to the City sewer system is broken . Broken sewer lines
cause unsanitary conditions and allow rats to tunnel to the
surface of the ground .
The repair of a broken sewer line from the property connection to
the City sewer connection is the responsibility of the owner of
the property .
This is your notice that you must compl �te the above repairs .
You may appeal this order and obtain a hearing before the City
Council by filing a written request for a public hearing with the
City Clerk . Room 386 City Hall � not more than seven (7) days from
the date of this order . You will be notified by the City Clerk
when the hearing will be held .
If you do not file an appeal , a reinspection of your property
will take place in 30 days . If corrective action has not been
taken � the City of St . Paul may repair or replace the broken
sewer line on your property for the purpose of eliminating the
public health hazard � and any unsanitary condition caused by such
broken sewer lines .
A permit and an inspection is required for a11 repairs or
replacement of the sewer line . The permit may be obtained at the
(Division of Building Code Enforcement) � Room 445 City Hall and
Court House . St . Paul . Minnesota . Phone number is 298-4212 . A
permit is also required from the Sewer Division , Department of
Public Works , 700 City Hall Annex , for work to be done on any
sewer connection . You may hire your own licensed house sewer
contractor , or choose to have the City of St . Paul make the
repairs on your property . Enclosed is a list of licensed house
sewer contractors that you may hire to complete the repairs .
