1 WHEREAS, the City of Saint Paul has set up a program known as the Child
2 Care Partnerslup Program (CCPP), with a budget for 1990 of $100,000 from Community
3 Development Block Grant (CDBG) funding, and administered by the Department of
4 Community Services Child Care activity; and

C WHEREAS, $4,500 remains from the Second Round of 1989 CCPP funding and
7 will be added to available funding for the First Round of 1990 CCPP funding; and
8
9 WHEREAS, the Mayor, with the advice of the CCPP Selection Team has
10 evaluated the proposals for grants and has made recommendations for funding of
11 proposals, and those recommendations have been considered by the Human Services,
12 Regulated Industries and Rules & Policy Committee of the City Council; and
13
14 WHEREAS, the Human Services, Regulated Industries and Rules & Policy
1.5 Committee of the City Council recommends the following proposals for grants be funded

28 Committee of the City Council further reccommends that funding to the Downtown
29 Child Care Center be contingent upon receipt by the City Council of documentation that
30 First Baptist Church has a long-term commitment to provide free space for this program
31 and that the operating costs to be paid by PED for child care costs related to
32 employment and training will continue to be available to cover the Estimated Expense
33 Projections in 1991 and 1992; now, therefore be it

SUBJECT: CCPP Round 1 1990 Grant Recommendations
The Child Care Partnership Program Selection Team met and
reviewed the six proposals submitted in the first round of
the 1990 process. The Selection Team did an excellent job of
evaluating the proposals. The projects they are recommending
are good ones that I believe are appropriate for the Cit� to
be funding. The guidelines call for notification regarding
grant awards by the end of June. (We're a bit behind
schedule due to the holdup of finalizing the Selection Team
members. ) Any help you can give in expediting this would be
appreciated.
I have attached, for your information, copies of the
proposals. If you have any questions about the process, give
Kelly Christopherson in Community Services a call at 4431.
If you wish to speak to an� of the Selection Team members who
were involved in the decision-making for this round, I have
attached a list.

CHILD CARE PARTNERSHIP PROGRAM
ROUND 1 -- 1990
Grant Funding Recommendations
$54, 500 is available in this Round.
DOWNTOWN CHILD CARE CENTER $15, 000
This grant will provide funds for the renovation of space to
expand the child care center which is located next to the PED
employment and training center. The expanded space will allow
for drop-in care for the children of low-income families using
job/training services.
HOPE DAY CARE LEARNING CENTER $17, 000
The expansion of this East Side child care center will allow for
care for more children of low to moderate income families. The
grant will help cover part of the renovation necessary on the
building to make it usable for care. The Board of the center and
the group that developed the proposal are all volunteers.
TINY TOTS AND LITTLE TOTS, INC. $ 5, 700
This center serves low-income kids on the West Side. The grant
includes support for training of the center staff to improve the
quality of the care they provide as well as subsidies for low-
income families in need. The center will attempt to recruit
minority children to use the subsidies.
WILDER EASTSIDE CHILD CARE INITIATIVE $16, 000
The Eastside Child Care Initiative has been successful in
providing a support system for East Side family child care
providers. This grant will help to expand the program and to
recruit minority providers into the initiative. It will further
work to develop neighborhood-based leadership to carry on the
project into the future.
CHILDREN'S HOME SOCIETY $ 0
This proposal to fund subsidies, parent and staff training, drop-
in care and equipment for their East Side center is not being
recommended for funding in this round.

FAMILY SERVICES $ 0
The Care Share Program is a drop-in program for the children of
parents who need some time to themselves for shopping, a trip to
the library, etc. It is not licensed. It is not being
recommended for funding in this round.
