WHEREAS: The U.S. Olympic Festival - '90 Twin Cities Organizing Committee,
Inc. has submitted a request to waive the 60� consent requirement
for a block party/special event permit as stipulated in Chapter 366
of the Legislative Code, and
WHEREAS: the U.S. Olympic Festival - '90 Organizing Committee, Inc. has
argued that it would not be practical to obtain neighborhood
consent, and
WHEREAS: the Olympic Festival block party request involves the blockading
ot adjacent streets only on July 15, 1990, therefore be it
RESOLVED: that the Saint Paul City Council hereby waives the 60� consent
requirement for a block party/special event permit for the
U.S. Olympic Festival - '90 to be held in Rice Park on July 6-14,
1990 between the hours of 9:00 AM and 11:00 PM and on July 15, 1990
between the hours of 9:00 AM and 12:00 AM.

has requested that the City Council waive the consent requirement for a
block party/special event permit for activities to be held in Rice Park
during the U.S. Olympic Festival '90 on July 6-14, 1990 between the hours
of 9:00 AM and 11:00 PM and on July 15, 1990 between the hours of 9:00 AM
and 12:00 AM.

July 5-15, 1990 . The S�. Paul Parks and Re�reation
Department has given U.S. 0lympic Festival - ' 90 exclusive
$ccess to the Rice Park area for the durati��n of the
Festival for va�rious Fes�i.val�^relatec� activ:itiea, includiaq
the sale of o£ficially licen�ed. merchandise. This
location wl11 be a �enter of much publia ac�tivity, since the
Civic Center will hQSt the sparts a£ gymna�s�tic�, taekwondo,
boxing and Clasinq Cerernonies.
As part of it mexchandise strateqy, o€ficia.l,ly license�, U.S.
olympi,e Festi.vaT - ' 90 souvenirs will be sa:ld by the
exclus3.ve merchandise vendar, Midwes� Traphy. Historically,
major event such. as the Olympic Festival attract many
vendors selling illegal merehandise and kno�k-af€' s of
licensed articles.. The U.S. Olympia Fes.tiv�l - ' 90 logo and
event name are protected. thro�gh tr�demark :reqistration as
well as by special leqislation for the U.S. Olympic
Comanittee (V AMATEtJ� SPO�tTs ACT OF 197$) . In a ef�ort to
contro}. the sale af non-U.S. Olympic Fe�tiv�l - ' 90
merchandise and ta discourage illegitimate merehandise and
venctora, U.S. olympic Festival - ' 9Q has applied far. a block
pex�nit for the Rice Pa�k area far the period of time defined
as 3uly 6-15, 1990.

However, since the Festival is interested only in
controlling the merchandise vendors with this permit
tSection 366.05.02) , it is not neces�ary, nor desired, to
have any of the streets surroundinq the Rice Park ar�a
blocked (Washinqton, Market, 4th Street W and 5th Street W3 .
Since we request that no streets be blxked, we request the
requi.rement to obtal.n written permis�ion from the adjacent
property owners be waived (The Ordway, St. Paul Hotel,
Landmark Center and St. Paul Public Library) . The St. Paul
Hotel ie the VIP Hotel for the U.S. Olympic Comraittee and
will be a c�ntex of Festival-related activ�.ty during the
entire event.
Midwest Trophy w�uld be the only merchandi��e vendor, It is
not the intent or the desire for U.s. Olym�.sic Fes�ival - ' 90
to control food-only vendors in the Rice P�grk area during
the event.
u.S. olympic Festival. - ' 94 has already ap�lied �or the
necessary insurance ( see attachment A) and tha Minnesota Tax
zD and workers' compensation Forms have be�an completed by
the v.5. olympic Festival - ' 90 merchandia�e vendor, Midwest
Trophy. The appropriate pedciler' s permit �+ill be issued to
Midwest Trophy with week of July 1, 1990.
