11 WHEREAS, the City of Saint Paul is a City concerned with the quality of the environmental
12 conditions of those people living and working within the ty limits; and

14 WHEREAS, the City Council of Saint Paul recogniz tha�any environmental problems can best
15 be handled through effective public education; and �

17 WHEREAS, the City Council understands that 'ty plays an important role in improving the
18 environmental quality of Saint Paul, and that is r e involves, among other actions, the passage of
19 legislation and the education of the public;

21 WHEREAS, many neighborhood, co � and environmental groups would be interested in
22 organizing and implementing enviro ent ducation programs if funding were available;
23
24 NOW, THEREFORE, BE IT R �D, that the City Council of Saint Paul hereby establishes
25 the Saint Paul Environmental u ati n Program; and

27 BE IT FURTHER RESOL D, th�at the City Council requests the Administration of the City of
28 Saint Paul to identify and ct u n ways in which City Departments can use their resources to
29 educate citizens on envir nm ta issues; and

31 BE IT FUR'THER D, that these educational efforts may include, among others,
32 distributing informa onal materials to the public and making speakers available to neighborhood
33 groups; and

2 BE TT FINALLY SOLVED, that the first effort of the Saint Paul Environmental Education V
3 Progra�i will be the production and distribution of the pamphlet "Household Environmental
4 Concerns", Attachment A, which would be distributed with the City's water bills and at community
5 centers throughout the City in early 1991 and that funding for this informational brochure and its
6 distribution be made available in the 1991 Budget of the City of Saint Paul.

Attached is a list of the matters referred to the Public Works Committee. Upon
review by the City Council and administration, it was determined that all items
on this list, with referral dates between January 1, 1988 through December 31,
