Da e 1 WHEREAS, the Council of the City of Saint Paul has demonstrated its 2 commitment to effective law enforcement in the azea of family violence by adoption of 3 Resolution No. 89-1696; and 4 5 WHEREAS, pursuant to that resolution, the Office of the City Attorney has 6 established a Domestic Violence Prosecution Unit to ensure more effective prosecution 7 of domestic violence cases; and 8 9 WHEREAS, the City recognizes the able assistance over the last year and a half 10 of an ad hoc group of experts working to promote more effective prosecution and better 11 protection for victims of family violence; and 12 13 WHEREAS, through recently enacted legislation, the Minnesota Legislature has 14 targeted the area of family violence as one needing additional focus; and 15 16 WHEREAS, the Mayor and City Council of the City of Saint Paul wish to 17 establish an advisory committee on family violence to provide the administration and the 18 City Council with ongoing review of performance and recommendations addressing the 19 problems associated with violence in the fanuly; and 20 21 WHEREAS, the City Council is adopting certain policy standards for 1991 to 22 address the problem of and prevention of domestic violence; now, therefore, be it 2.3 24 RESOLVED, that the Council of the City of Saint Paul hereby establishes the 25 Advisory Committee on Family Violence whose charge shall be as follows: 26 27 1. Advise the Mayor and the City Council on development and 28 implementation of policy objectives for the City in this area; and 29 30 2. Act as an advocate for dealing with the problems of family violence by 31 reviewing and commenting on the way in which City meets or could meet 32 the needs of victims, including but not limited to more effective law 33 enforcement and prosecution; 34 35 and be it � ��RIGlNAL � � �g° -'°G3 1 FURTHER RESOLVED, that the Council supports the work of the Ramsey 2 County Domestic Violence Team and urges the City administration and the Advisory 3 Committee to work with that Team; and be it 4 5 FURTI�R RESOLVED, that the Committee shall consist of fifteen (15) 6 members appointed by the Mayor with the consent of the Council through the open 7 appointments process; and be it 8 9 FURTI�R RESOLVED, that the Mayor shall appoint a chair from among the 10 fifteen (15) members; and be it 11 12 FLJRTHER RESOLVED, that the Committee shall consist of the following 13 representation: one Ramsey County Judge, one representative of the Saint Paul Police 14 Department, one representative of the Saint Paul City Attomey's Office, one 15 representative from the Ramsey County Domestic Violence Team, one representative Y tY -P-----------P---------- -�, Probation 16 from the Ramse Coun Adult g�et��De a.rtment, one re resentative o�a Coun -- 17 supervised release program, three representatives from battered women's programs, two 18 former battered women, one representative from a domestic abuse victims advocacy 19 program operati.ng within Saint Paul, and three members of the general public; and be it 20 21 FLJR'T��R RESOLVED, that initially five (5) members shall be appointed for a 22 term of three (3) yeaxs, five (5) members shall be appointed for a term of two (2) years, 23 and five (5) members shall be appointed for a term of one (1) year.
