90-1061 Council File � �� C� � Green Sheet ,� RESOLUTION ,- '° ITY OF SAINT PAUL, MINNESOTA w ;.�,�1 _ Presented By „/ Referred To ttee: Da 1 A R SOLUTTON CONCERNING 2 COMPOSTING IN SAINT PAUL AND 3 RAMSEY COUNTY 4 5 WHEREAS, Ramsey County and the City of Saint Paul are required by the State of Minnesota to 6 reduce the level of their solid waste stream; and 7 8 WHEREAS, various private businesses have expressed interest in establishing compost facilities in 9 the Metropolitan area that could process a variety of compostable materials from Ramsey County, 10 including but not limited to, yard wastes, food wastes from commercial establishments, and other 11 household compostables such as disposable diapers; and 12 13 WHEREAS, to build such facilities and receive compostable materials from Ramsey County, such 14 businesses would need exclusions from Ramsey County's "designation ordinance" for certain 15 compostable materials; and 16 17 WHEREAS, the e�cistence of such facilities and the County's granting of such exclusions for 18 compostable materials would allow the City and County residents and businesses to compost more 19 materials, reduce the municipal solid waste stream, and help reduce their garbage bills; and 20 21 WHEREAS, such increased residential and commercial composting would help meet the City's and 22 County's solid waste reduction goals; 23 24 NOW, THEREFORE, BE IT RESOLVED, that the City Council hereby requests the 25 Commissioners of Ramsey County to grant the necessary exclusions from their "designation 26 ordinance" to allow for the implementation of a comprehensive, citywide residential and commercial 27 composting program within the City and for the establishment of new compost facilities in the 28 Metropolitan area, preferably in the East Metropolitan area. Attached are our findings and recommendations. - Briefly, these recommendations call for the City of St. Paul to take initiative in developing a responsible policy for public, private and commercial users of pesticides and fertilizers. They focus on usage practice strategies through public education and regulation, including a section on alternative practices. Additionally, certain recommendations call for the city to acquire more baseline data, enhanced data collection methods as well as suggesting pilot projects to improve current knowiedae and awareness. The Task Force settled on a constructivist approach to its recommendations, generally favoring those that could be immediately implemented. Also, where regulation is involved we favored those which fell within the City's legislative prerogative. Thus the Task Force favored public education as a major component and refrained from suggesting banning specific chemicals. � It is fair to say that the views of individual task force members regarding the effects pesticides and fertilizers encompa.sses a wide spectrum of opini�ns. The above . pragmatic approach, however, resulted in �unanimous or near unanimous approval for most of the recommendations. It was found members could disagree on health and environmental risks or potential risks and still find agreement on prudent measures to minimize these. The recommended Integrated Pest Management (IPM) strategy and definition (supplied by the Bio-Integral Resource Center), together with the goal of overall pesticide reduction provide keys to establishing a broad strategy and direction for the City's public, commercial and private sectors. All other recommendations can be seen as consistent with these. On behalf of the Task Force I would like to thank you�for the opportunity assist in developing city policy regarding the application of fertilizers and peSticides and we look fonvard to working with you through the implementation phase.
