WHEREAS , the Board of Commissioners of Ramsey County,
Minnesota by resolution 90�171, dated February 20, 1990,
classified as non�conservation land certain tax�forfeited
properties lying within the City of Saint Paul, said properties
set forth on the list attached hereto as Exhibit "A" and made a
part hereof; and,
WHEREAS , a copy of the classification resolution together
with a list of the land classified has been submitted for
approval of the classification and sale of this land in
accordance with Minnesota Statute, Section 282. 01, Sub. 1;
WHEREAS , the Housing Redevelopment Authority of the City of
Saint Paul, Minnesota (the HRA) has requested that Ramsey County
consider the properties noted as vacant and unbuildable be
offered for sale to the adjacent property owners, who may alr�ady
be using them or are in need of securing additional sideyard for
size capability.
WHEREAS , due to the City' s intensive effort in resolving
vacant residential building issues, the HRA has approved
acquisition and requests the County convey the three residences
located at 427 Mt. Ida, 57 Manitoba, and 643 Aurora due to their
deteriorated state at no cost to HRA.
WHEREAS, the Housing Redevelopment Authority has requested
the County withhold fifteen tax parcels which comprise three
vacant land sites and that staff proceed to hold these properties
and study the development potential of each with the specific
neighborhood groups, and that within a two�year period a
recommendation will be presented to the County for either
purchase or release of the properties and that the properties
being withheld from public sale will become the responsibility of
Housing Redevelopment for maintenance.
THEREFORE BE IT RESOLVED, that the City of Saint Paul hereby
requests that Ramsey County consider the following vacant and
unbuildable properties be offered for sale to the adjacent
property owners.

on Auqust 31, 1989, for non-payment of real estate taxes. Said lands have
been declared as non-conservation lands by Resolution No. 90-171 of the
Board of Ramsey County Commissioners, dated February 20, 1990, a copy being
enclosed.
Approval by local qovernment of the classification and sale of tax fcrfeited
lands is required by law.
Attached is a sheet of qeneral information and suggested resolution forms
for submission to your City Council.
When Council action has been taken, please return a certified copy of the

WHEREAS , MSA Section 282 provides that forfeited lands be
classified as conservation or non-conservation and that the
classification be submitted to the governing body of the
governmental subdivision in which the parcels lie for approval of
the classification and sale thereof; and
. WHEREAS, The Director of the Department of Taxation and
Records Administration has prepared a list dated February 6 , 1990 ,
of parcels which forfeited for non-payment of taxes on August 31 ,
1989 , and recommends that said parcels be classified as
non-conservation lands; Now, Therefore, Be It
" RESOLVED, The Ramsey County Board of Commissioners hereby
recommends that the 57 parcels of forfeited land, as shown oii said
list on file with the Chief Clerk , be and hereby are classified as
non-conservation lands ; and Be It Further
RESOLVED, That the classification be submitted to the
governing body of the subdivision wherein the parcels lie for
approval of the classification and sale of the lands involved.

BACKGROUND
� Under Minnesota Statute 282, the State of Minnesota through Ramsey County
Taxation (custodian) notifies all governmental agencies of properties being
acquired by the State through tax forfeiture. . '
State law provides that local governmental agencies have the first opportunity
to request any parcels from this list they might need for public purpose,
which also includes redevelopment by HRA. If no local government agency
requests a parcel, Ramsey County may proceed to offer it to the general .
public.
All City Departments and neighborhood District Councils where properties were
located were riotified by letter dated March 2, 1990 and asked to respond. No
responses were received. :� _ _ ,
CURRENT STATUS � . �
On April 25, 1990, staff presented to the Housing and Economic Development
Committee (HEDC) an evaluation of each of the 1989 tax forfeit properties
(attached) .
The properties were basically broken into four categories and are noted as
follows: °

- Property that is vacant and unbuildable due to current size and would
serve only as additional sideyard space for residential or commercial
(6 properties).
- Vacant residential buildings or units, that the houses may be
feasible to rehabilitate (3 properties) or may be in good condition ; .
for immediate resale (5 properties) .
- Property that is vacant land and could be redeveloped for housing
(single family or multi-housing units) (6 sites consisting of 33 tax
parcels)
- Vacant commercial buildings (1 property) ,
After review of the submitted documentation, the Housing and Economic
Development Committee made the following recommendations:
- That the HRA and City Council recommend to Ramsey County that the
properties noted as vacant and unbuildable be offered for sale to the
adjacent property owners, who may already be using them or are in
need of securing additional sideyard for size capability.
- That due to the City's intensive effort in resolving vacant
residential building issues� the HRA should request the County
withhold three of the eight residences located at 427 Mt. Ida,
57 Manitoba and 643 Aurora due to their deteriorated state, and
convey to HRA at no cost. Staff will evaluate with the neighborhood
the potential for rehabilitation or demolition and redevelopment.
The remaining five of which four are condominiums are in good
condition and should be sold on the open market.
- That HRA request the County withhold three of the six vacant land
sites the neighborhood has raised concern about development use.
That staff proceed to hold these properties and study the development
potential of each with the specific neighborhood groups, and that
within a two-year period a recommendation will be presented to the
County for either purchase or release of the properties.

added to the City's overall vacant property list for developaent and
be made available to all interested parties.
It should be noted that the County will also schedule a public
auction for the sale of these properties.
- That the properties being withheld from public sale will become the

WHEREAS, after review of the submitted documentation, the Housing and Economic
Development Committee recommended acquisition of 3 vacant houses and �
withholding of 3 sites (vacant land) consisting of 15 tax parcels.
NOW THEREFORE BE IT RESOLVED by the Housing and Redevelopment Authority of the
City of Saint Paul, Minnesota, as follows:
1. That the HRA hereby requests that Ramsey County consider the properties
noted as vacant and unbuildable be offered for sale to the adjacent
. - property owners, who may already be using them or are in need of
securing additional sideyard for size capability, and further requests
- the City Council consider forwarding a similar recommendation. �
2. That due to the City's intensive effort in resolving vacant residential -
building issues, the HRA hereby approves acquisition aad requests the
County convey the three residences located at 427 Mt. Ida, 57 Manitoba
and 643 Aurora due to their deteriorated state at no cost to HRA. Staff
will evaluate with the neighborhood the potential for rehabilitation or
demolition and future redevelopment. The cost for maintenance and if
demolition is necessary will be provided under the HRA Tax Levy Fund -
Tax Forfeit properties budget.
3. That HRA hereby requests the County withhold fifteen tax parcels whicti
comprise three vacant land sites and that staff proceed to hold these
properties and study the development potential of each with the specific
neighborhood' groups, and that within a two-year period a recommendation

. It is a parcel of land that measures 20' x 125' consisting of 2500 sq./ft, and
fronts on E. Third Street. The only use for the property would be as '
additional sideyard, probably to the adjacent property owner to the west, who �
only sits on 20 feet, while the remaining lots in the block are 40 feet of +
frontage. At the time the property was inspected it was totally maintained as '.

BACKGROUND "
This is an existing 1-story, 2-br. , single family residence, located on a 40'
x 121' lot. House was built in 1880. Was placed on the City's Vacant House
list in November, 1989.
Structurally the property looks sound from the exterior, walls are straight,
roof line is not sagging, etc. We have been unable to secure entrance to .
property. However� in inspecting the exterior siding, roofing, windows, etc. ,
porch demolition rehabilitation would be extensive.
The area consists of housing in fair to good condition and just has spot
deterioration.
The property is located within 3 blocks of the major North End URAP Area. The
� strategy for this area is to revitalize existing housing stock where feasible: :�•

the existing plat. Any change in the plat would require replatting and City
Council approval.
The property is located in an area noted for poor soil conditions: it has •
topography problems, (extensive sloping requiring needed fill) ; abuts
industrial uses along the railroad property; will need further street

� The four lots are vacant and are located in a residential zone which abuts
industrial property along railroad property. The area is noted for poor soil
condition, it has topography problems (extensive sloping, requiring fill,
etc.) . Clark Street currently deadends at Lot 18 and further access and
utility work would need to be done to utilize this property.
. NOTE: There was a house at 755 Clark Street (Lots 10 and 11) . It was placed
on the vacant building list in 1987 and demolished by the City in June,
1989.
NEIGHBORHOOD
The property is located iii:'�n area where between 30$ to 50$ of the residential
structures are classified as substandard with 30$ of housing units being in
sound condition. This area is typically transitional to spot deterioration.
The primary objective for this area is to complete i.mprovements on private
properties and public facilities to improve and provide sound housing and
eliminate environmental deficiencies. The strategy to undertake this goal is
rehabilitation of existing housing stock.
OPTIONS
1. County to offer the property for sale. Any development would go through
a City site- plan review process..
2. If the City picks it up we will be required to maintain the property,
tax title is not marketable, we would have to undertake certain legal
�- . � -� actions to insure marketable title or pass on to a developer. HRA
� already owns property across Minnehaha and along Rivoli which we have
been unable to secure interest for development.
3. Continue to list this site as a potential for development and continue
to make listing available to interested developers.
