Gerry Strathman called the meeting to order at 1:33 p.m.
769 Seventh Street East
Timothy Langness, owner, appeared and stated he received a notice to repair the siding. Then he
found out it was in the Dayton's Bluff historical area. He talked to Aaron Rubenstein from the
Historic Preservation Commission. Once the siding is taken off, Mr. Rubenstean will determine
if more than 75% of the siding needs repairing. If so, Mr. Rubenstein may a11ow another type of
siding. Geny Strathman asked when the sading would be taken of£ Mr. Lanoness responded this
fall. If he can get a siding contractor, he will get the siding replaced this year. It also depends on
the weather.
Jim Prill reported this file was opened in July 1997. There was a complaint regarding the
exterior of the building. Mr. Prill inspected the building in May and the repairs were not done.
Another order was issued. Mr. Prill talked to the owner in May and explained the historic
preservation issue. A few weeks ago, Tim Langness had not taken much action until recently
when he pulled a permit.
Gerry Strathman asked why the delay. Timothy Lana ess responded previously he was working
with Don 7uenemann from Code Enforcement who suggested Mr. Langness try painting it, but
the asphalt siding keeps peeling off.
Gerry Strathman viewed the photographs provided by Jim Priil and stated the soffits do not look
gaod either. Mr. Strathman was concemed that nothing has been done in the last yeaz and would
like to see progress in the next few months. Tim Langness responded he did not know how long
it would take the historic preservation person to do their inspection. Mr. 5trathman stated it
should not take too long for a deternunation to be made.
Getry Strathman laid over this matter to the November 3, 1998 Property Code Enforcement
meeting. If the matter is done, then it will be dismissed. If the sidin� is not done, there will be a
report on the progress being made, and a course of action will be decided at that time.
1470 Sheldon Street
Paul Waterman, son of owner, appeared and stated his mother is the owner. She is &9 years old
and has Alzheimers. Mr. Waterman is responsible for her affairs. Mr. Waterman lives in
Duluth. He intends to do the painting himself and asked to be given an extension to the end of
July 1999. The house needs extensive scraping.

Jim Prili reported the owner appealed the order to restore natural gas service. The gas has now
been restored.

124 LexinEton Parkwav North
Benjamin Roberts, owner, appeazed and stated he is appealing the condemnation on the house.
The flat soof was leaking, but Mr. Roberts thought he had repaired it. He covered it with roof
coating and that stopped the leak. The roof does not look attractive, and he knows the roof needs
to be replaced. A roofing contractor did part of the roof, went bankrupt, and did not finish the
job. However, the property is liveabie. There is a time and money issue here. He knocked out
the old plaster because moisture had seeped through the sheetrock. The tenant that moved out
left a lot of material in the basement. Those things nead to be moved out. This tenant did not
pay any rent. When Mr. Roberts told her to pay the rent or move, she made a compiaint to Public
Health.
Gerry Strathman asked why Benjamin Roberts would not let the condemnation happen, the
tenants will move out, and then he can bring the property up to code. Mr. Roberts responded he
would have 60 days to do the work otherwise it becomes a vacant building. He does not think
he can get the work done in that time. The tenant is on her way out.
Gerry StratYiman asked which of the 18 items were done. Benjamin Roberts reported the status
of the items as follows:

Item 1- The smoke detectors have been installed.
Item 2- The ceiling has been sheetrocked. He has to sand and paint it.
Item 3- Some of the trim on the outside has been done.
Item 4- The deadbolt lock needs to be installed.

Item 6- A new G.F.C.I. has been installed, but Mr. Roberts is not sure if the cunent is going

Mr. Roberts has not seen the electrical junction boxes that is being refened to. He
will check for the boxes again.
The top of the door frame ]eading to the Second Floor is no longer missing.
The basement floor drain caver is no longer missing.
The clean-out far the fireplace still needs a door.
The basement in general is now orderly, but items stili have to be removed.
The exterior walls have been primed. The painting needs to be finished.
This item refers to the roof which was discussed earlier. It is not leaking.
Item 17 - The gazage walls have been painted, but the trim needs to be done.
Item 18 - The electrical contractor sull has to come out and evaluate the system. There is a
sepazate circuit breaker panel in the attia Sometimes those trip and cause some of the
problem.
Maynard Vinge reported much of the wark has been done. The concern is the roof. It needs
extensive repairs. A pernuY has not been pulied. A minor repair will not wark. An electrical
contractor needs to look at the service panel to make sure the home is not being overfused. The
previous contractor did not get a permit and did not do the work well.
Gerry Strathman asked when the roof will be replaced. Benjamin Roberts responded he would
like to do it in the spring. Mr. Strathman asked will the roof make it through the winter.
Maynard Vinge responded that without having a pernut pulled and having an inspector look at
the roof, Mr. Vinge was not sure. Mr. Strathman asked if a permit is pulied, and the ]nspector
says the roof will be okay until spring, will the permit allow the owner to replace it in the spring.
Mr. Vinge responded he did not know.
Gerry Strathman laid over this matter to the October 6, 1998 Property Code Enforcement
meeting to allow the owner time to get the roof inspected and the electricai system inspected.
The condemnation order is held in abeyance untrl October 6, 1998. If Code Enforcement lifts the
condemnation, then there is no need for the owner to come back for the October 6 meeting. If
the condemnation order is still standing, then the owner will have to come back.
834 Armstrong Avenue
Becky and Robert Cardenas, owner, appeared.

Gerry Strathman granted a variance stating he read their appeal and talked to the supervisor in
Fire Prevention. Fire Prevention has no opposition to granting a variance.
815 Pedersen Street
John Wollenberg, Jr., owner, appeazed and stated one of his neiohbor's complained that his
residence had not been worked on for over a year. Rich Singerhouse filed a conection place
giving him 60 days to complete remodeling. Mr. Wollenberg stated he is doing the work himself
and trying to raise two boys. He is asking for more time.
Rich Singerhouse received a complaint on August 16, 1996 because of incomplete constmction
and tall grass. Mr. Woilenberg did comply. The case was then closed pending further
complaints. There was another complaint in July of this yeaz. Mr. Singerhouse's supervisor said
give the owner 60 days to 5nish because this has been four years of ongoing construction work.
Gerry Strathman asked when the order was issued. Mr. Singerhouse responded August 10, 1998.
Pictures were taken on August 25 and progress had been made.
Gerry Strathman viewed the photographs and stated a lot of work is going on but the property is
clean. The appeal says the constnzction will be completed in early summer 1996. John
Wollenberg responded that is still tzue. Aiso, the exterior is primed and the roof is new.
Gerty Strathman denied the appeal, but the completion date for the exterior will be extended to
7une 1, 1999. The City needs to be able to give people a date when the project wi11 be finished.
If work is not done by June 1, Code Enforcement will proceed with enforcement action.
1019 Edgerton Street (Laid over from & 18-98)

Eugene Windom, Jr., owner, appeared and stated his neighbors have helped h1m repair the
residence. He still has to get his electrical permit. The inspector cannot come to the properiy
untii September 2. Gerry Strathman asked how everything else is progressing. Mr. Windom
responded about 75% of the items have been done.
Gerry Strathman laid over to the October 6, 1998 Property Code Enforcement meeting to give the
owner a chance to meet with the inspector, get the electrical pernut, and get the rest of the matter
take caze of.

Gerry Strathman called the meeting to order at 1:33 p.m.
769 Seventh Street East
Timothy Langness, owner, appeared and stated he received a notice to repair the siding. Then he
found out it was in the Dayton's Bluff historical area. He talked to Aaron Rubenstein from the
Historic Preservation Commission. Once the siding is taken off, Mr. Rubenstean will determine
if more than 75% of the siding needs repairing. If so, Mr. Rubenstein may a11ow another type of
siding. Geny Strathman asked when the sading would be taken of£ Mr. Lanoness responded this
fall. If he can get a siding contractor, he will get the siding replaced this year. It also depends on
the weather.
Jim Prill reported this file was opened in July 1997. There was a complaint regarding the
exterior of the building. Mr. Prill inspected the building in May and the repairs were not done.
Another order was issued. Mr. Prill talked to the owner in May and explained the historic
preservation issue. A few weeks ago, Tim Langness had not taken much action until recently
when he pulled a permit.
Gerry Strathman asked why the delay. Timothy Lana ess responded previously he was working
with Don 7uenemann from Code Enforcement who suggested Mr. Langness try painting it, but
the asphalt siding keeps peeling off.
Gerry Strathman viewed the photographs provided by Jim Priil and stated the soffits do not look
gaod either. Mr. Strathman was concemed that nothing has been done in the last yeaz and would
like to see progress in the next few months. Tim Langness responded he did not know how long
it would take the historic preservation person to do their inspection. Mr. 5trathman stated it
should not take too long for a deternunation to be made.
Getry Strathman laid over this matter to the November 3, 1998 Property Code Enforcement
meeting. If the matter is done, then it will be dismissed. If the sidin� is not done, there will be a
report on the progress being made, and a course of action will be decided at that time.
1470 Sheldon Street
Paul Waterman, son of owner, appeared and stated his mother is the owner. She is &9 years old
and has Alzheimers. Mr. Waterman is responsible for her affairs. Mr. Waterman lives in
Duluth. He intends to do the painting himself and asked to be given an extension to the end of
July 1999. The house needs extensive scraping.

Jim Prili reported the owner appealed the order to restore natural gas service. The gas has now
been restored.

Benjamin Roberts, owner, appeazed and stated he is appealing the condemnation on the house.
The flat soof was leaking, but Mr. Roberts thought he had repaired it. He covered it with roof
coating and that stopped the leak. The roof does not look attractive, and he knows the roof needs
to be replaced. A roofing contractor did part of the roof, went bankrupt, and did not finish the
job. However, the property is liveabie. There is a time and money issue here. He knocked out
the old plaster because moisture had seeped through the sheetrock. The tenant that moved out
left a lot of material in the basement. Those things nead to be moved out. This tenant did not
pay any rent. When Mr. Roberts told her to pay the rent or move, she made a compiaint to Public
Health.
Gerry Strathman asked why Benjamin Roberts would not let the condemnation happen, the
tenants will move out, and then he can bring the property up to code. Mr. Roberts responded he
would have 60 days to do the work otherwise it becomes a vacant building. He does not think
he can get the work done in that time. The tenant is on her way out.
Gerry StratYiman asked which of the 18 items were done. Benjamin Roberts reported the status
of the items as follows:

Item 1- The smoke detectors have been installed.
Item 2- The ceiling has been sheetrocked. He has to sand and paint it.
Item 3- Some of the trim on the outside has been done.
Item 4- The deadbolt lock needs to be installed.

Item 6- A new G.F.C.I. has been installed, but Mr. Roberts is not sure if the cunent is going

The bathtub coid water fixture has been replaced.
Tbe ceiling fan stiil lacks an electrical box and globe.
The light fixtures are not functioning.
Mr. Roberts has not seen the electrical junction boxes that is being refened to. He
will check for the boxes again.
The top of the door frame ]eading to the Second Floor is no longer missing.
The basement floor drain caver is no longer missing.
The clean-out far the fireplace still needs a door.
The basement in general is now orderly, but items stili have to be removed.
The exterior walls have been primed. The painting needs to be finished.
This item refers to the roof which was discussed earlier. It is not leaking.
Item 17 - The gazage walls have been painted, but the trim needs to be done.
Item 18 - The electrical contractor sull has to come out and evaluate the system. There is a
sepazate circuit breaker panel in the attia Sometimes those trip and cause some of the
problem.
Maynard Vinge reported much of the wark has been done. The concern is the roof. It needs
extensive repairs. A pernuY has not been pulied. A minor repair will not wark. An electrical
contractor needs to look at the service panel to make sure the home is not being overfused. The
previous contractor did not get a permit and did not do the work well.
Gerry Strathman asked when the roof will be replaced. Benjamin Roberts responded he would
like to do it in the spring. Mr. Strathman asked will the roof make it through the winter.
Maynard Vinge responded that without having a pernut pulled and having an inspector look at
the roof, Mr. Vinge was not sure. Mr. Strathman asked if a permit is pulied, and the ]nspector
says the roof will be okay until spring, will the permit allow the owner to replace it in the spring.
Mr. Vinge responded he did not know.
Gerry Strathman laid over this matter to the October 6, 1998 Property Code Enforcement
meeting to allow the owner time to get the roof inspected and the electricai system inspected.
The condemnation order is held in abeyance untrl October 6, 1998. If Code Enforcement lifts the
condemnation, then there is no need for the owner to come back for the October 6 meeting. If
the condemnation order is still standing, then the owner will have to come back.

Gerry Strathman granted a variance stating he read their appeal and talked to the supervisor in
Fire Prevention. Fire Prevention has no opposition to granting a variance.
815 Pedersen Street
John Wollenberg, Jr., owner, appeazed and stated one of his neiohbor's complained that his
residence had not been worked on for over a year. Rich Singerhouse filed a conection place
giving him 60 days to complete remodeling. Mr. Wollenberg stated he is doing the work himself
and trying to raise two boys. He is asking for more time.
Rich Singerhouse received a complaint on August 16, 1996 because of incomplete constmction
and tall grass. Mr. Woilenberg did comply. The case was then closed pending further
complaints. There was another complaint in July of this yeaz. Mr. Singerhouse's supervisor said
give the owner 60 days to 5nish because this has been four years of ongoing construction work.
Gerry Strathman asked when the order was issued. Mr. Singerhouse responded August 10, 1998.
Pictures were taken on August 25 and progress had been made.
