or which may become applicable to it subsequent to the

l. The Sponsor wi11:
a. Assist participating agencies in developing job
descriptions for each volunteer.
b. Provide pre-service orientation, and in-service
training for volunteers in cooperation with parti-
cipating agencies.
c. Place volunteers with participating aaencies
matching interests and skills with tasks to be
accomplished in approved job descrigtions.
d. Provide support and supervision to volunteers in
administrative matters concerning project assign-
ment, and transportation.
e. Retain full responsibility for the management and
fiscal control of the project.
f. The Sponsor may transfer a Volunteer from one -
placement to another consistent with project and
participating agency needs.
g. The sponsor may reauire removal of a volunteer
from a project. Guidelines for such termination
are found in the ACTION Order 4002.6.
h. (Other sponsor obligations include obligations
which are designated in the Memorandum of Agree-
ment or Project Narrative as exclusivelv those of
the sponsor.)

2. The Participating Agency will:
a. Provide acceptable job descriptions and a plan for
the use of volunteers prior to the assignment of
volunteers.
b. Assure community participation in the development
of participating agency goals for volunteer service
c. Provide day-to-day supervision of the activities
of the volunteers.
d. Provide transportation for volunteers as indicated
in budget agreements with project sponsor.
e. Provide materials related to the periormance of
volunteer assignments and adequate working space
to permit the volunteer to perform his assigned
duties.
f. Assist as appropriate in evaluating voiunteers'
work.
g. Make every reasonable effort to insure that the
health and safety of VISTA volunteers are
protected during the performance of their assigned
duties. The sponsor shall not assign or require
volunteers to perform duties which would jeopardize
their safety or cause them to sustain injuries.
h. Notify sponsor immediately regarding unscheduled
volunteer terminations and changes of status and

General of the United States, or their authorized

3. Nondiscrimination
No person with responsibilities in the operation of
the project sha11 discriminate with respect to any
aspect of the project because of race, creed, belief, _
color, national origin, sex, age or political
affiliation.
a. Church-Related Activities
Volunteers may not, as part of their assignment, give
religious instruction, conduct worship service, or
engage in any other religious activity.
5. Political Activities
Volunteers may not, during their period of service
actively participate in political activities or
lobbying. This prohibition includes partisan and

non-partisan activities, including voter reQistration
and direct or indirect attempts to influence passage
or deieat o= legislation or proposals by initiative
petition.
6. Non-Disolacement of Enploved Workers
Volunteers may not perform duties which would displace
employed workers, which would otherwise be performed
by staEf inembers, or which would impair existing
contracts for service.
7. Comoensation Prohibited
Participating agencies are prohibited from requesting
or receiving any compensation for the services of
volunteers, and from providing supplemental allowances
to volunteers, or permitting others to do so.
S. Labor or Anti-Labor Activities
Volunteers m�y not be assigned to perform any labor or
anti-labor organizing activities.
9. Ao'reement Modification
This Memorandum of Understanding may be amended at any
time by an agreement in writing executed by authorized
representatives of the Sponsor and the participating
agency.
10. Duration

7. Comoensation Prohibited
Participating agencies are prohibited from requesting
or receiving any compensation for the services of
volunteers, and from providing supplemental allowances
to volunteers, or permitting others to do so.
8. Labor or Anti-Labor Activities
Volunteers may not be assigned to perform any labor or
anti-labor organizing activities.
9. Aareement Modification

time by an agreement in writing executed by authorized
representatives of the Sponsor and the participating
