1 WHEREAS, a century ago, Saint Paul civic leaders envisioned a system of parkways linking 5aint PauPs

The Saint Paul Grand Round was first conceived over a century ago by
the legendary landscape architect, Horace William Shaler C1eveland. He,
envisioned pazkways linking local lakes and parks in both Minneapolis
and Saint Paul. By the tum of the century, civic leaders such as Joseph
Wheelock, founder of-the Pioneer Press, and A. B. Stickney, railroad
magnate, began promoting a system of patkways that would link Como
Park and Phalen Pazk with the Mississippi River. Johnson and Wheelock
Parkways were completed linking three of the city's premier parks, but
efforts to finish the Grand Round withered in the 1930s.
Today the opportunity to complete this emerald necklace of parks and
pazkways around Saint Paul is better than ever. Federally-funded biking
and walking trails will be built by the year 2000 to complete the path
system along the Mississippi River from Crosby Fann Pazk to Indian
Mounds Park. At the same time, bike lanes are being striped on city
streets from Como Park to the Mississippi River as part of the Como
Avenue Bikeway Project.
As these projects aze completed over the next three years, the basic
infrastructure for the Saint Paul Csrand Round will be in place. Now is
the time to start the plamung process that will make the Saint Paul Grand
Round a hovsehold word, a vital part of the city's daily life and an
attraction to visitors as alluring as Como Park.
When fully realized, the 30-mile Saint Paul Grand Round will include
the following features:
• Safe, year-round faci[ities for bicycling, walking and in-line
skating. Trails and bike lanes will be plowed, swept and
maintained throughout the year.
■ Signage and on street/trail graphics will visually define the
route and direct people to and along the Saint Paul Grand
Round.
� Interpretive signage and information kiosks will designate
and inform trail users ofthe many natural, historic and
culturally significant features located atong the Saint Paul
Grand Round.
■ Native plantings and eammunity gardens will extend the
Greening the Great River effort along the Suint Paul Grand
Round and its connecting routes through the city.

Saint Paul Grand 1Zound.
■ Connerting routes that leud to the Saint Paul Grand Round will be developed and
signed These will include bike friendly city streets (such as Suminit Avenue) and
major ojf-.road trails {such as the Gateway State Trail).
= The SainY Paul Graud Round passes fluough six of the seven city wazds and 12 of 17 district
_'- councils (severat of wluch have already passed resolutions supporting tlus effort). It links the
`� entire city to the revitaiization efforts now taking place on the downtown riverfront.
A mgional grass roots constituency for tfie Saint Paut Grand Round is growiag, thanks to the
immensely populaz Saint Paul Classic Bike Tour that follows this route. Over 5,000 bicyclists
finm thmughout the metro area participated in the 1997 event and over 20ti Bike Ciassic riders
have contributed money towazds buiiding the Saint Paul Grand Round.
The nea�t step is to prepaze a written and illustrated Master Plan that provides a biueprint and
budget for making the Saint Pau1 Grand Round vision a reality. It will require ea�tensive
community involvement, creative financing and tUe dedicated resources of public, private and
corporate interests to make this happen.

The Saint Paul Grand Round was first conceived over a century ago by
the legendary landscape architect, Horace William Shaler C1eveland. He,
envisioned pazkways linking local lakes and parks in both Minneapolis
and Saint Paul. By the tum of the century, civic leaders such as Joseph
Wheelock, founder of-the Pioneer Press, and A. B. Stickney, railroad
magnate, began promoting a system of patkways that would link Como
Park and Phalen Pazk with the Mississippi River. Johnson and Wheelock
Parkways were completed linking three of the city's premier parks, but
efforts to finish the Grand Round withered in the 1930s.
Today the opportunity to complete this emerald necklace of parks and
pazkways around Saint Paul is better than ever. Federally-funded biking
and walking trails will be built by the year 2000 to complete the path
system along the Mississippi River from Crosby Fann Pazk to Indian
Mounds Park. At the same time, bike lanes are being striped on city
streets from Como Park to the Mississippi River as part of the Como
Avenue Bikeway Project.
As these projects aze completed over the next three years, the basic
infrastructure for the Saint Paul Csrand Round will be in place. Now is
the time to start the plamung process that will make the Saint Paul Grand
Round a hovsehold word, a vital part of the city's daily life and an
attraction to visitors as alluring as Como Park.
When fully realized, the 30-mile Saint Paul Grand Round will include
the following features:
• Safe, year-round faci[ities for bicycling, walking and in-line
skating. Trails and bike lanes will be plowed, swept and
maintained throughout the year.
■ Signage and on street/trail graphics will visually define the
route and direct people to and along the Saint Paul Grand
Round.
� Interpretive signage and information kiosks will designate
and inform trail users ofthe many natural, historic and
culturally significant features located atong the Saint Paul
Grand Round.
■ Native plantings and eammunity gardens will extend the
Greening the Great River effort along the Suint Paul Grand
Round and its connecting routes through the city.

■ Connerting routes that leud to the Saint Paul Grand Round will be developed and
signed These will include bike friendly city streets (such as Suminit Avenue) and
major ojf-.road trails {such as the Gateway State Trail).
= The SainY Paul Graud Round passes fluough six of the seven city wazds and 12 of 17 district
_'- councils (severat of wluch have already passed resolutions supporting tlus effort). It links the
`� entire city to the revitaiization efforts now taking place on the downtown riverfront.
A mgional grass roots constituency for tfie Saint Paut Grand Round is growiag, thanks to the
immensely populaz Saint Paul Classic Bike Tour that follows this route. Over 5,000 bicyclists
finm thmughout the metro area participated in the 1997 event and over 20ti Bike Ciassic riders
have contributed money towazds buiiding the Saint Paul Grand Round.
The nea�t step is to prepaze a written and illustrated Master Plan that provides a biueprint and
budget for making the Saint Pau1 Grand Round vision a reality. It will require ea�tensive
community involvement, creative financing and tUe dedicated resources of public, private and
corporate interests to make this happen.

immensely populaz Saint Paul Classic Bike Tour that follows this route. Over 5,000 bicyclists
from throughout the metro azea parficipated in the 1997 event and over 200 Bike Classic riders
have contributed money towards buiiding the Saint Paul Grand Round.
The nea�t step is to prepare a written and illustrated Master Plan that provides a blueprint and
budget for making the Saint Pau1 Graud Round vision a realiry. It will require ea�tensive
community involvement, creative finaucing and the dedicated resources of public, private and
corporate interests to make this happen.

The Saint Paul Grand Round was first conceived over a century ago by
the legendary landscape architect, Horace William Shaler C1eveland. He,
envisioned pazkways linking local lakes and parks in both Minneapolis
and Saint Paul. By the tum of the century, civic leaders such as Joseph
Wheelock, founder of-the Pioneer Press, and A. B. Stickney, railroad
magnate, began promoting a system of patkways that would link Como
Park and Phalen Pazk with the Mississippi River. Johnson and Wheelock
Parkways were completed linking three of the city's premier parks, but
efforts to finish the Grand Round withered in the 1930s.
Today the opportunity to complete this emerald necklace of parks and
pazkways around Saint Paul is better than ever. Federally-funded biking
and walking trails will be built by the year 2000 to complete the path
system along the Mississippi River from Crosby Fann Pazk to Indian
Mounds Park. At the same time, bike lanes are being striped on city
streets from Como Park to the Mississippi River as part of the Como
Avenue Bikeway Project.
As these projects aze completed over the next three years, the basic
infrastructure for the Saint Paul Csrand Round will be in place. Now is
the time to start the plamung process that will make the Saint Paul Grand
Round a hovsehold word, a vital part of the city's daily life and an
attraction to visitors as alluring as Como Park.
When fully realized, the 30-mile Saint Paul Grand Round will include
the following features:
• Safe, year-round faci[ities for bicycling, walking and in-line
skating. Trails and bike lanes will be plowed, swept and
maintained throughout the year.
■ Signage and on street/trail graphics will visually define the
route and direct people to and along the Saint Paul Grand
Round.
� Interpretive signage and information kiosks will designate
and inform trail users ofthe many natural, historic and
culturally significant features located atong the Saint Paul
Grand Round.
■ Native plantings and eammunity gardens will extend the
Greening the Great River effort along the Suint Paul Grand
Round and its connecting routes through the city.

and include artists' input on a variety of pr.ojects from street fumiture to .

■ Additional amenities indxiding lighting, overinoks, parking areas and rest stops
(with water fountains, tire pumps, bike racks, benches, canopies, pay phones, trash
receptacles and information kiosks) ta add to the eomfort, safety und enjoyment of the
Saint Paul Grand 1Zound.
■ Connerting routes that leud to the Saint Paul Grand Round will be developed and
signed These will include bike friendly city streets (such as Suminit Avenue) and
major ojf-.road trails {such as the Gateway State Trail).
= The SainY Paul Graud Round passes fluough six of the seven city wazds and 12 of 17 district
_'- councils (severat of wluch have already passed resolutions supporting tlus effort). It links the
`� entire city to the revitaiization efforts now taking place on the downtown riverfront.
A mgional grass roots constituency for tfie Saint Paut Grand Round is growiag, thanks to the
immensely populaz Saint Paul Classic Bike Tour that follows this route. Over 5,000 bicyclists
finm thmughout the metro area participated in the 1997 event and over 20ti Bike Ciassic riders
have contributed money towazds buiiding the Saint Paul Grand Round.
The nea�t step is to prepaze a written and illustrated Master Plan that provides a biueprint and
budget for making the Saint Pau1 Grand Round vision a reality. It will require ea�tensive
community involvement, creative financing and tUe dedicated resources of public, private and
corporate interests to make this happen.

Fark and Phalen Park with the Mississippi River. Johnson and Wheelock
Parkways wexe completed linking three of the ciry's premier parks, but
efforts to finish the Grand Round witherect in the 1930s.
Today the opportunity to complete this emerald necklace of parks and
parkways around Sainf Paul is better than ever. Federally-funded biking
and walking trails will be built by the year 2000 to complete the path
system along the Miss]ssippi River from Crosby Farm Park to Indian
Mounds Park. At the same time, bike lanes are being striped on city
' streets from Como Park to the Mississippi River as part of the Como
Avenue Bikeway Project.
As these projecfs are completed over the next three years, the basic
infrasiructure for the Saint Paul Grand Round wi11 be in place. Now is
the time to start the plazming process that wi11 make the Saint Pau1 Crrand
Round a househoid word, a vital part of the city"s daily life and an
attraction to visitors as alluring as Como Park.
When fully realized, the 30-mile Saint Paul Grand Round wIll include
the following feat�es:
■ Safe, year-round facilities for bicyclang, walking and in-line
skating. Trails and bike lanes will be plowed, swept and
maintained throughout the year.
■ Signage dnd on-streetltrail graphics will visually define the
route and direct people to and along the Suint Paul Grand
Rouncl.
• In€erpretive signage and information kiosks will designdte
and inform trail users of the mttny natural, historic and
culturally significant features located along the Saint Paul
Grand Round.
■ Native plantings and community gardens will extend the
Greening the Great River effort along the Saint Paul Grand
Round and its connecting routes through the ciry.

� Public art, both temporary and permanent, wild be commissionecl to enhance the route
and include artists' input on a variety of projects from street furniture to
� environmental sculpture.

(with water fountains, fire pumps, bike racks, benches, canopies, puy phones, trash
receptacles and information kiosks) to add to the corrcfor-t, safety and enjoyment of the
Saint Paul Grand $ound
■ Connecting routes that lead to the Saint Paul Grand Round will be developed and
signed. These will include bike-friendly city_streets (such as SummitAvenue) nrul
major off-road trails (such as the Gateway State Trail).
The Saint Paul Grand Round passes through six of the seven city wazds and 12 of 17 district
councils (several of which have already passed resolutions supporting this effort). It linits the
entire city to the revitalization efforts now taking place on the downtown riverfront.
A regional grass roots constituency for the Saint Pau1 Crrand Round is growing, thanks to the
immensely populaz Saint Paul Classic Bike Tour that follows this route. Over 5,000 bicyclists
from throughout the metro azea parficipated in the 1997 event and over 200 Bike Classic riders
have contributed money towards buiiding the Saint Paul Grand Round.
The nea�t step is to prepare a written and illustrated Master Plan that provides a blueprint and
budget for making the Saint Pau1 Graud Round vision a realiry. It will require ea�tensive
community involvement, creative finaucing and the dedicated resources of public, private and
corporate interests to make this happen.
