��IEREAS , Northern States Power (NSP) is required by Minnesota
Statute 2161i. 241 , Subdivision 2 , to make significant investments in
and expenditures for energy conservation improvement; and
WHEREAS , NSP is required annually to file on or before May 1 a
Conservation Improvement Program (CIP) proposal with the Department
of Public Service which meets Minn. Stat . 216B. 241 , Subd. 2 require-
ments and DPS Ru1es 7690 . 0100 to 7680 . 0000 ; and
WHEREAS , the City of Saint Paul is in a unique position� to assess
the energy conservation needs of citizens within the City and direct
resources to programs and projects which best address those needs ; and
WHEREAS , the City and NSP entered into an agreeement , dated
April 29, 1.988, which gives the City responsibility for the develop-
ment and operation of CIP programs within the City of Saint Paul
including the annual City-NSP filing to the DPS , as designated by
Resolution No. 88-587 adopted April 28 , 1988 ; and
WHEREAS, the NSP-City agreement requires NSP to pay a minimum
annual amount of $500, 000 to the City throu¢h 1991 for the operation
of CIP prograr.is , subject to nPS ap�roval ; and
WHEREAS , NSP has agreed to extend its agreement with the City
by providing �1 . 9 million to the City for CIP programs for the CIP
years 1991-92 , 92-93 and 93-94; and
WHEREAS , the City recognized the experience of non-pro.fit
community-based energy service organizations in Saint Paul and
desires to utilize their expertise in the delivering of CIP-funded
services ; and
WHEREAS , the City has prepared a comprehensive package of
programs to serve the energy conservation needs of NSP gas customers
within the corporate limits of Saint Paul for the period to be
covered by the 1990-1992 CIP order , and
NOW, THEREFORE, BE IT RESOLVED tha.t the City support NSP ' s
filing with the DPS of a CIP proposal for I990-1992 consisting of
the following programs and funding amounts :

RESOLVED FURTHER, that subject to the City entering into a new
3 year agreement with NSP to provide the financing for the I991-I992
funding year, staff is authorized to negotiate and enter into con-
tracts with the Energy Resource Center, the Neighborhood Energy
Consortium, Dayton' s Bluff Neighborhood Housing Services and West
Side Neighborhood Housing Services substantially in accordance with
the programs and funding Ievels described herewith, in the I990-I992
Conservation Improvement Program filing and as approved by the
Department of Public Service, State of Minnesota.

SUBJECT: CITY-NSP CONSERVATION IMPROVEMENT PROGRAM ANNUAL FILING
Under agreement between the City and NSP, the City is required to develop
jointly with NSP a comprehensive energy Conservation Improvement Program (CIP)
for the 1990-1991 and 1991-1992 CIP years, to be filed with the Department of
Public Service (DPS) by May 1, 1990. Under new regulations NSP is permitted
to file with the DPS a two year program. Our existing contract with NSP
covers the 1990-1991 CIP year. In regards to the 1991-1992 CIP year, the City
and NSP have agreed to extend the current agreement and additional three
years. NSP is committing $1.9 million over the additional three year period.
Attached is a resolution which outlines and supports the proposed programs
which was filed by NSP to the DPS. The resolution also authorizes staff to
negotiate and enter into contracts with the service providers upon approval of
the CIP filing by the DPS.
The Program
Proposed is a comprehensive program for addressing energy conservation needs
in Saint Paul.
Request for Proposals
Notification requesting energy conservation proposals was advertised in the
St. Paul Pioneer Press and Dispatch. Individual requests for proposals were
mailed to each District Community Council, the Neighborhood Housing Services,
and other known non-profit organizations which may want to become involved in
providing energy conservation.
Service Providers
Project proposals were submitted by the Energy Resource Center (ERC) , the
Neighborhood Energy Consortium (NEC) , and Dayton's Bluff/West Side
Neighborhood Housing Services (NHS) .
The City has a history of involvement with these non-profit agencies and is
familiar with their capabilities. Each of the three organizations has
valuable experience in community involvement, as well as expertise in energy
conservation.

The ERC, created in 1981 as a public-private partnership between the City and
NSP, has considerable technical, lending and professional energy management
experience, and has originated over $15 million in energy improvement loans to
rental and single family property owners since its inception eight years ago.
The NEC is a coalition of neighborhood-based organizations within Saint Paul,
which provides energy conservation and recycling programs. More that 13,700
households in Saint Paul have received energy audits from NEC. The NHS
integrates energy conservation with housing rehabilitation work in the West
Side and Dayton's Bluff neighborhoods. These three organizations are working
very closely to coordinate their efforts and make use of one another's special
expertise.
The Projects
The 1990-91, 1991-1992 CIP-funded conservation program for the City of Saint
Paul includes the following pro,jects:
1. Project Insulate -- to be operated by the ERC and NEC. Initiated to
improve marketing and delivery of ma�or weatherization improvements to
Saint Paul residents and 1-4 unit rental property owners. The program
is a four-step process involving neighborhood workshops, energy
audit/consultation, completion of work by guaranteed contractors, and
post-installation inspections. This comprehensive one-stop shop service
is effective in motivating participants to follow through on major
energy conservation improvements.

2. Technical and Information Referral Service - to be operated by the ERC.
Provides information to residents on weatherization products and
techniques and available financing programs, makes referrals to other
City and State housing programs, and provides on-going customer service.
3. Multifamily Loan/Rebate Project - to be operated by the ERC. Provides
below market financing and/on incentives to owners of rental property.
Program is designed to overcome barriers to conservation investment
which exists in the rental market. Qualifying energy improvements may
receive one of the following incentives: 6.98 energy improvements loan
up to $7,000; or Direct rebate up to 20$ of the improvement not to
exceed $700. Coordinated with Multifamily Audit and Construction
Management Project.

4. Multifamily Audit and Construction Management Project - to be operated
by the ERC. Promotes energy efficiency improvements in rental
properties with five or more units. Program consists of workshops,
direct mailings, conducting energy audits and construction management of
energy improvements to be undertaken by rental property owners.

5. Replacement Furnace Grant Pro�ect - to be operated by the ERC. Provides
grants to very low income homeowners who participate in the NEC's Low
Income House Doctor Program, and are in need of a replacement furnace to
correct an existing health or safety problem.

6. Pro�ect Insulate Audit and Assistance Pro�ect - to be operated by the
NEC. To be performed in coordination with ERC's Pro�ect Insulate
program. NEC does energy audits, assists property owners with contract
preparation and conducts post installation inspections.
Objective: Number of Audits 1990/91: 1225 1991/92: 1250
7. RCS 1-4 Unit Energy Audit Program - to be operated by the NEC. Provides
energy audits and conservation recommendations to property owners of 1-4
unit structures, with special emphasis for low-cost/no-cost improvement
instruction and materials for low income customers.

8. Low Income "House Doctor" Program - to be operated by the NEC. Provides
check and tune-up of furnace, blower-door air infiltration testing,
concentrated air tightening (caulking, weather-stripping, pipe
insulation) , and post-installation testing for very low income
households. Program targets populations that typically do not qualify
for other weatherization or loan programs.

9. Weatherization/Rehabilitation Pro�ect - to be operated jointly by
Dayton's Bluff and West Side NHS. Provides energy conservation
materials to low income households in the Dayton's Bluff and West Side
neighborhoods who are in the process of rehabilitating their homes.
Objective: Number of Households 1990/91: 28 1991/92: 40
10. Furnace Repair - These funds are used in conjunction with the Low Income
House Doctor Program when an applicants furnace needs repairs in excess
of what is allocated to clean and tune a furnace, but does require
replacement These funds are used on an as needed basis.
11. High Use/Low Income Weatherization - This would be a new program for the
1991-1992 CIP year run by the NEC.
The program targets high-use natural gas users whose income is between
135-1858 of the federal poverty level. , Weahterization improvements
will include wall and attic insulation, infiltration sealing acitivities
and client education on energy use.
12. Rebate Pool - For 1991/92 the ERC is proposing a rebate pool to replace
the current oil overcharge-funded program which ends June 1991. The
reabe is to encourage rental property energy improvements. It is
anticipated the rebate program will be better marketing tool and less

costly administratvely than the below market interest rate loan program.
This pool will be used in conjunction with the multiple family loan
rental program.

Schedule
NSP submits its filing to the DPS on May 1, 1990. The programs would start on
October 1, 1990, the start of the CIP funding cycle. The City or other
interested parties have 45 days after the May 1 filing date to comment on the
filing.
I am very excited by the program proposed for the 1990-1992 CIP programs.
Through your support of the attached resolution, the City will be able to
assure a coordinated effort to meet the conservation needs of the residents of
