WHEELOCK BLUFF/RICE SMALL AREA PLAN
WHEREAS, there are several large, undeveloped parcels of land in
the Wheelock Bluff/Rice Street area (bounded by Rice Street on
the east; the Burlington Northern railroad tracks on the south;
Mackubin Street north to Wheelock Parkway, Wheelock Parkway north
to the tip of the hairpin turn, then along the bluff line west to
Mackubin Street and Mackubin Street north to Larpenteur on the
west; and Larpenteur Avenue on the north) ; and
WHEREAS, some of these parcels are not currently buildable
because they lack city streets and public utilities; and
WHEREAS, a number of developers and land owners have expressed
interest in developing new residential properties in this area;
and
WHEREAS, current zoning permits construction of three and five
story apartment buildings while community residents prefer to see
development of single family homes in this area which already has
a concentration of apartment buildings; and
WHEREAS, it is anticipated that developers will be asking the
City for substantial financial subsidies to assist new
development in the area; and
WHEREAS, the preservation of open space on the Wheelock Pa�kway
bluff has been an ongoing source of concern and conflict; and
WHEREAS, the District Six Planning Council has requested the City
to work with the community to create a small area plan for the
area in question; ,
BE IT RESOLVED that the City Council requests the city
administration, through the Department of Planning and Economic
Development, to develop a plan for the Wheelock Bluff/Rice Street
area for consideration by the Planning Commission as an amendment
to the city's Comprehensive Plan; and
BE IT FURTHER RESOLVED that the plan should address the issues of
appropriate types and location of development; soils conditions;
infrastructure; city policy for development subsidies; and bluff
preservation, recreation space, and restoration of wildlife
habitat; and

North End community in the planning process; and
BE IT FINALLY RESOLVED that the City Council hereby initiates a

Dear Peggy,
The District 6 Planning Council has received numerous requests for review of
' new housing proposals in the area bounded by Larpenteur (north) , Rice Street
; (east) , railroad tracks (south) and Wheelock Parkway (west) . The District
6 Planning Council 's Land Use Task Force, which deals exclusively with Land
Use issues, feels that it is increasingly difficult to review each proposal
isolating it from the community; considering proposals, only, on a block by
block basis, as in the past.
There exists a real need to examine this area as a whole, for development
projects affect not only a block buta community. The surrounding communir_y
is concerned about new development of highdensity housing in an area plagued
by an exorbitant number of rental units (in excess of 4000-5000) . The area
in question has underdeveloped utilities including street vacation, sewer
and water as well as a significant peat problem; all which contribute to
a difficult development situation.
Due to the nature of the difficulties of development, the strong community
concern and the number of development projects (4-�) requesting approval
from both the District 6 Planning Council and various City f?epartments; ttie
District 6 Planning Council hereby requests PED support in developing a small
area plan for the said area. Until such time as a small area plan is enacted,
the District 6 Planning Council 's Land Use Task Force has decided to table

The District Six Planning Council has requested a sma11 area.plan and development moratorium
for the Wheelock Bluff/Riee Street area for the following reasons: there are several large,
undeveloped parcels of land ih the area which lack streets and utilities, a number of
developers have proposed development on these sites, and current zoning is RM-1 and RM-2
but the community wants single family homes. There are also issues of b]:uff preservation
and city development subsidies. This is a good opportunity for thoughtful planning.
ADVANTAOEB IF APPROVED:
The City and the community will create and share a vision for how this area should develop
and how the important issues outlined in the resolution should be addressed.
OISADVANTAGES IF APPROVED:
Some property owners and developers may not be able to proceed with their plans as quickly
as they would like as a result of the development moratorium. At least one of the developer ,
however, is very supportive of the plan and moratorium.
