The District 6 Planning Council 's Land Use Task Force, which deals exclusively with Land Use issues, feels that it is increasingly difficult to review each proposal isolating it from the community; considering proposals, only, on a block by block basis, as in the past. There exists a real need to examine this area as a whole, for development projects affect not only a block buta community. The surrounding communir_y is concerned about new development of highdensity housing in an area plagued by an exorbitant number of rental units (in excess of 4000-5000) . The area in question has underdeveloped utilities including street vacation, sewer and water as well as a significant peat problem; all which contribute to a difficult development situation. Due to the nature of the difficulties of development, the strong community concern and the number of development projects (4-�) requesting approval from both the District 6 Planning Council and various City f?epartments; ttie District 6 Planning Council hereby requests PED support in developing a small area plan for the said area. Until such time as a small area plan is enacted, the District 6 Planning Council 's Land Use Task Force has decided to table -- a11 further review of development eftective Marcf� l , 1990. There are also issues of b]:uff preservation and city development subsidies. This is a good opportunity for thoughtful planning. ADVANTAOEB IF APPROVED: The City and the community will create and share a vision for how this area should develop and how the important issues outlined in the resolution should be addressed. OISADVANTAGES IF APPROVED: Some property owners and developers may not be able to proceed with their plans as quickly as they would like as a result of the development moratorium.
