WHEREAS, the 1987 Minnesota Legislature adopted legislation (Laws 1987, Chapter 296) enabling local police and firefighters relief associations to be consolidated with the Public Employees Retirement Association Police and Fire fund (PERA) with the consent of the relief association membership and the approval of the governing body of the affected municipality; and WHEREAS, pursuant to such legislation, the City has been notified that a sufficient petition initiating the consolidation process was submitted by members of the Saint Paul Fire Department Relief Association to the Board of Trustees of such Association, and the Board has held the required public hearing and conducted the required membership referendum on the issue; and WHEREAS, . on April 12 , 1990 the membership of the Association has approved of consolidation by a vote of 356 to 332 and the Board of Trustees of the Association on April 27, 1990 recommended that the Association be consolidated with PERA; and WHEREAS, when the membership referendum approves the consolidation process, the municipality must act on the question. The preliminary municipal approval or the municipal disapproval requires a municipal governing body resolution, and is to occur within two months of the membership referendum approval, and NOW, THEREFORE, BE IT RESOLVED, that the City Council hereby gives its approval to continuation of the process of considering the proposed consolidation of the Association with PERA. Interest in this consolidation has been qenerated by various police and fire relief associations who are interested in altemative benefits and by some City Councils who believe that consolidation will reduce costs. ' This preliminary approval by the City will set in action the preparation of an actuarial valuation estimating future costs of consolidation for the City Council to review previous to their final decision to approve or deny the Relief Association consolidation.
