The Point Douglas/Burns/Clarence intersection is proposed to be reconstructed in 1990. This portion of sewer is proposed to be built with the intersection so as not to tear up the new intersection in 1991. EXISTING CONDITIONS The project area is presently served by a combined sewer system. During periods of moderate to heavy rainfalls, storm water and sanitary sewage combine to flow over a diversion structure and outlet to the Mississippi River. Reports of sewer backups into basements and surface flooding have also been noted in this area. Burns Avenue between English Street and Clarence Street is paved with concrete base and has concrete curb. The E-W alley in Block 2 of Point Douglas Addition has an oiled roadway surface. PROPOSEDIMPROVEMENTS Storm sewer construction and restoration in kind is proposed. The new storm sewer construction is part of a long range storm sewer project which will result in a separated storm and sanitary sewer system for the Griffith-Point Douglas area. COST AND FINANCING The estimate cost to construct this project is $66,200.00 and would be financed with Sewer Revenue Bonds. TIME SCHEDULE This project could be started in the summer of 1990 and be completed in sixty (60) � days. ALTERNATES Do nothing. This would have the same neighborhood torn up on two successive years and is not recommended.
