�`� PROJECT:
' Improve the easterly N-S alley in blk. 26 of Chas. Weides Sub. of Blks. 25 & 26 of
Arlington Hills bounded by Sims,York, Edgerton, and Payne. This alley is part of the
URAP Target Area bounded by Edgerton Street, Arcade Street, Wells Avenue and
Case Street. The two other alleys in this block were constructed under the 1989 alley
contract and were finanoed with URAP funds.
INITIATING ACTION:
This improvement was initiated by a request from the East Side Neighborhood
Development Co. Inc.
EXISTING CONDITIONS:
This alley is platted to a width of 20 ft. and has been oiled to a variable width. The
terrain is quite hilly and there should be no drainage problems. Because this alley was
not properly graded before oiling it has a rough surface and the drainage splays off
onto private property.
PROPOSEDIMPROVEMENT:
Grade the alley to 16' wide "V" section to contain the water and place a hot mix
bituminous pavement.
H ISTORY
Early in 1989 we received a petition to improve two of the three alleys in C. Weides
Sub of Blks 25 & 26 ( located in this target area). After the petition was submitted and
public hearing date was set, we received word from the East Side Neighborhood
Development Co. Inc. that a URAP grant was approved. The grant was for $2,022,000
of which $214,000 was earmarked for financing alley improvements. The financing for
those two alleys was changed to URAP Funds and the proposal was approved by the
City Council. It was constructed in the Fall of 1989. The third alley in this blk. (this
proposal) was not introduced at that time because the assessments against the oiled
alley might add opposition to the other two ungraded alleys.

Action Program(URAP)Funds.
2.That a publie hearing be had on said improvement on the 29th da of Ma ,1990,
at 9:00 o'clock a.m.,in the Council Chambers of the City Hall and Court ouse Building
in the C1ty ot Saint Paui.
3.That notice of said public hearing be given to the persons and in the manner
provided by the Charter, stating the time and place of hearing, the nature of the
improvement and the total cost thereof as estimated.
