1 WHEREAS, the Saint Paul City Council desires to strengthen the City's crime
2 prevention programs, including programs in which community organizations organize to
3 address multiple issues, including but not limited to crime prevention, and
4
5 WHEREAS, the Saint Paul City Council believes that crime prevention programs
6 which have strong community involvement are the most effective and intends that the
7 development of crime prevention strategies within the Police Department will work in
S partnership with strong grass-roots crime prevention efforts, and
9
10 WHEREAS, the City Council appropriated $200,000 for the support of
11 Neighborhood Crime Prevention grants in 1990, and
12
13 WHEREAS, multi-year funding of crime prevention programs is necessary to
14 a11ow neighborhoods to plan and implement crime prevention programs, and
15
16 WHEREAS, the Mayor will submit to the City Council a 1991 budget,
17
18 NOW, THEREFORE, BE IT RESOLVED that the St. Paul City Council strongly
19 urge the Mayor to include in his 1991 budget an appropriation for Neighborhood Crime
20 Prevention equal to the City Council's 1990 appropriation, and that the Mayor work with
21 community representatives and with the City Council to develop a process for
22 determini.ng funding for Neighborhood Crime Prevention which includes greater
23 participation of and accountability to citizens than the 1990 grant evaluation process.

Neighborhood Crime Prevention funds from 1990 budget will initiate grass-roots
crime prevention activities. Multi-year funding is necessary to allow neighborhoods
to fully develop and implement programs started in 1990.
