WHEREAS, the Saint Paul Police Department has applied for a grant from
the Target Corporation, and
WHEREAS, the department has been awarded that grant in the amount of
$2500 to fund the Officer Friendly Program, and
WHEREAS, NOW THEREFORE BE IT RESOLVED, that the City of Saint Paul
accepts the grant and gratefully acknowledges Target Corporation's
contribution to this important program.

The Sears Foundation, which previously funded the Officer Friendly program, has served
notice that they will no longer do so. Target Co. has agreed to pick up the funding to
keep the program in place.
ADVANTAOES IF APPROVED:
The Officer Friendly program will be able to continue in all of our elementary schools
(private, parochial and public). They familiarize the children in grades K-3 about the
role of a police officer and teach them about stranger d,anger; bike safety, being on their
own at home, personal safety, etc.
DISADVANTAOES IF APPROVED:
None apparent.
DISADVANTAOEB IF NOT APPROVED:
We will have to close down the program. Nearly all the funds have been expended out of
the special fund. We need to address printing and support costs.

WHEREAS, the Minnesota State Agriculture Society (State Fair Board) has graciously offered
to the Saint Paul Police Department access and use of the Machinery Hill area of the State
Fairgrounds for the training of the K-9 Unit's dogs, and
WHEREAS, the State Fair Board has only asked that the City pay for any costs incurred by
the Minnesota State Fair as a result of this usage and that the City indemnify the State
Fair Board against claims arising out of the City's use of their facilities during the
usage of this facility.
NOW, THEREFORE, BE IT RESOLVED, the City of Saint Paul hereby pledges to indemnify and
hold harmless the Minnesota State Fair Board from any and all claims arising out of the
City's usage of State Fair facilities as above recited and attributable to the negligent
acts of the City of Saint Paul Police Department's K-9 Unit and its agents to the limit
of the Municipal Torit Claims Act.

BY TNIS AGR�EMENT, The t4innesota atate Fair authorizes the St.
Paul Police Department access and use of the Minnesota State Fair
Machinery Hill area for dog training exercises.
The St. Paul Police Department will" be responsibl.e for any and
all costs incurred by the Minnesota State Fair a� a result of
this usage, ir�cluding but r►�t limited to all property loss and/or
damage to Stat� Fair property caused directly or indirectly by
the St. Paul PoliCe Department, its agents, employeea, guests,
participants or attendees.
Arrangements for the use of the MachinPry Hill area wiZl be made
by notifying the Minnesota State Fair at least 24 hours in .
advance regarding the intended usage .
It is further agreed that the 5t. Paul Police Department shall
hold harmless and indemnify the Minnesota State Fair from
liability incurred on account of any claim of personal injury or
property damage suffered during this usage.
