WHEREAS, Hennepin County has recently secured additional State Job
Training Partnership Act Title III Economic Dislocation and Worker Adjustment
Assistance Act resources to provide employment-related services to dislocated
workers form the computer and telecommunication industries; and
WHEREAS, the City of Saint Paul, through the Job Creation and Training
Section of the D�partment of Planning and Economic Development, has
successfully implemented several Dislocated Worker Pro�ects; and
WHEREAS, Hennepin County seeks to subcontract with the City of Saint
Paul to provide employment services to these workers in Saint Paul under State
JTPA Title III EDWAAA funding; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the City Charter,
does certify that there are available for appropriation revenues in excess of
those estimated in the 1990 budget; and .
WHEREAS, the Mayor recommends the following changes to the 1990 budget:

to proyide employment services to workers laid off from the computer and the communications
