2 WHEREAS, the City of Saint Paul has adopted and there is now in effect a Child Care Initiative
3 Ordinance which calls for the establishmnet of additional child care services in the downtown area,
4 including the provision of child care services for City employees;

6 WHEREAS, the City believes that all employers should assist in providing for the child care needs
7 of their employees;
8
9 WHEREAS, the City seeks to set an example for other employers by assisting child care
10 opportunities for employees in the downtown area;
11
12 WHEREAS, the City and Ramsey County have been working jointly to develop child care
13 opportunities for children of parents who work in the downtown area;
14
15 WHEREAS, the City and County have insufficient space in which to develop child care
16 opportunities;
17
18 WHEREAS, the Saint Paul School District, in partnership with the YMCA, wish to renovate part of
19 the building at 65 East Kellogg Boulevard for development of a child care center; and
20
21 WHEREAS, the School District and the YMCA have invited the City and County to join in the
22 development and such action would be consistent with the Saint Paul Child Care Initiative; now
23 therefore, be it
24 (County Share, $33,575
25 RESOLVED, by the Council of the City of Saint Paul as follows: �ISD/YMCA Share, $3�,594)

27 1. That the City commits an amount not to exceed $33,575 to the School District for
28 renovation of part of b5 East Kellogg Boulevard for development of a child care center.

30 2. That the administration is authorized to negotiate an agreement with the School District,
31 the YMCA and the County which provides for the following:

33 a).that 34% of the spaces be made available at market rates for children of City
34 employees;
35
36 b).that at least 33% of the total of spaces provided be made available on a general
37 availabilty basis to children of parents who work in the downtown area;
38
39 c).that any of such spaces not used by children of City employees be made available to
40 children of parents who work in the downtown area;
41
42 d). that the space commitment have a minimum term of five years; and
43
44 e). that such other provisions as the administration deems advisable be included.

The Saint Paul Division of, Public Health, with the authorization of the Saint Paul City >":
Council, will conduct a canvassing program to provide outreach for the Children's Health
Plan, canvassing to be done by volunteers. The caqnvassing and training will require
a commitment of at least four hours from each volunteer, and informational 'literature
must be funded for distribution. �
ADVANTAOES IF APPROVED:
The Division of Public Health 'will be authorized to solicit funds for preparation 'and
printing of necessary literature, and to solicit material,.donations of food to .provide
a lunch to�volunteers. This will make the volunteer opportunity ,more attractive to
prospective volunteers, and will enhance the outreach canvassing with informational ''
materials that can be given to citizens. - ' . �
