1 WHEREAS, the Saint Paul Area Coalition for the Homeless (SPACH) is an organization
2 comprised of homeless persons, service providers, elected officials and their designated staff and
3 interested community members dedicated to meeting the needs of homeless people in Saint Paul for
4 services, self-sufficiency and dignity, and
5
6 WHEREAS, the Mayor of Saint Paul has designated a member of his staff to serve on the Board of
7 the Coalition and has provided support for various activities undertaken by the Coalition on behalf
8 of homeless persons, and
9
10 WHEREAS, as the Coalition has grown, a greater need has developed for coordination among
11 service providers, fundraising efforts, supervision of volunteers and staff and representation of the
12 positions of the Coalition and on behalf of homeless people at various government levels and to the
13 private funding community, and
14
15 WHEREAS, employment of an executive director for the Saint Paul Area Coalition for the
16 Homeless will increase the effectiveness of the Coalition and benefit homeless people in the City of
17 Saint Paul,

19 WHEREAS, the Saint Paul Area Coalition for the Homeless is seeking support in the private
20 business and foundation sector to finance this staff position, now therefore be it
21
22 RESOLVED, that the Council of the City of Saint Paul affirms its support for the work of the Saint
23 Paul Area Coalition for the Homeless and its support for the Coalition's efforts to create an
24 Executive Director position; and be it

� I F� �� , SOLVED, that the Council of the City of Saint Paul requests the Mayor and City
2-� staff to provi e active support for private fundraising efforts by the Coalition to fund an Executive
3 Director position, including but not limited to the following:

5 1) Providing a letter of recommendation from the Mayor to be provided to prospective funders, and
6
7 2) Supporting the Coalition in private fundraising by providing technical support for grantwriting
8 and/or submiting a joint grant application for private funding where such application for funds does
9 not constitute a commitment of new City funds or services.
