1 WHEREAS, there is strong feeling among people who work with the homeless that there is a need
2 for advocacy, defined as respectful and compassionate efforts to work with the homeless from their
3 perspective, and
4
5 WHEREAS, the homeless of Saint Paul identify their major areas of concern as affordable housing,
6 education, job training and employment, and
7
8 WHEREAS, the City of Saint Paul provides housing information services through the Housing
9 Information Office, works with developers and non-profit organizations to provide affordable
10 housing and transitional housing through the Department of Planning and Economic Development,
11 and provides job training and placement through the Employment and Training Center, and
12
13 WHEREAS, the City of Saint Paul Public Health staff work with homeless adults and children in
14 shelter and clinic settings, and
15
16 WHEREAS, services provided by the City of Saint Paul are not coordinated to serve homeless
17 people and case managers for the homeless may have to provide several referral numbers to city
18 offices in order to address the needs of one homeless family or individual, and
19
20 WHEREAS, unlike other people in Saint Paul, many homeless people may feel that they have no
21 representative to cut through bureaucratic red tape or to make programs at the city level more
22 effective in addressing their needs, and
23
24 WHEREAS, the City of Saint Paul has received McKinney funds from the United States
25 Department of Labor during the past two years, which funds have been used to support case
26 managers on site at various organizations, and no resources are currently committed to fund
27 advocacy services, therefore be it
28
29 RESOLVED, that the Council of the City of Saint Paul requests the Mayor and staff to provide
30 active support for private fundraising to develop a program for an outreach worker to serve as an
31 Advocate for the Homeless, working with the Saint Paul Area Coalition
32 for the Homeless, and be it `�

'1 FURTHER R SOLVED, that the responsibilities of the Advocate are proposed to be as follows:

3 1) Work with homeless people and case managers for the homeless on site at shelters to identify
4 needs and provide coordinated access to city resources and other private and public resources; and
5
6 2) Advocate to make services more effective for the homeless, based on needs identified by working
7 with homeless people, case managers and the Saint Paul Area Coalition for the Homeless, including
8 but not limited to bringing together housing staff, developers and persons who work with homeless
9 to develop new housing and new housing policies; and
10
11 3) Serve as a resource for the Saint Paul Area Coalition for the Homeless and the City of Saint
12 Paul to advocate with other private or public entities to obtain services identified as needed by the
13 homeless and by staff working directly with homeless people, and be it �
14

32 time to serve as an Advocate for the Homeless, working under the supervision of the Public Health
33 Division and in coordination with the Saint Paul Area Coalition for the Homeless, and be it further

16 year cycle, the City will include a request for funding of a position of Advocate for the Homeless to
17 fill the gap in services currently available to assi�x homeless people.

People working with the homeless have expressed a strong feeling that there is a need for
an Advocate for the homeless population. Services provided by the City are not coordinate
for helping the homeless, and the homeless feel they have no representative in office to
make programs at the city level more resopnsive to their needs.

Services provided by the City would be more effectively utilized by the homeless populatio ,
a group that is in greater need of these serviees than many others. The homeless would
have one central resource to assist and represent them, funded though private funds.
